The Government Steering Committee on science, technology development, innovation, digital transformation and Project 06 (Steering Committee) issued Notice No. 408/TB-VPCP concluding the 3rd meeting of the Steering Committee on implementing tasks for the last 6 months of 2025.
The Steering Committee requested ministries, branches and localities to urgently review and amend professional processes to regulate the use of information integrated on VNeID to replace paper copies, and not require people to provide paper copies when there is data.
Coordinate with the Ministry of Public Security to immediately cut down on documents in administrative procedures and replace them with data and documents integrated into VNeID (to be completed in August 2025).
Pay the results of handling administrative procedures via the VNeID application, stop issuing documents and return the results in paper copies, and cut fees related to the production, printing, and issuance of paper copies (only issuing paper copies when citizens request). Complete in August 2025.
The Ministry of Public Security shall preside over and coordinate with relevant agencies to study and develop, and submit to the Prime Minister for promulgation the "National Comprehensive Data Architecture", " date governance and management framework" and " date dictionary", to be completed in August 2025.
Urge ministries and branches to develop detailed plans to deploy 116 national and specialized databases, especially 11 national and specialized databases according to Plan No. 02 of the Central Steering Committee.
Submit to the Prime Minister to issue a Directive on promoting the implementation of technological solutions to serve people and businesses associated with population data, identification and electronic authentication, to be completed in August 2025.
Accelerate the implementation of tasks under Project 06, including the early completion of 40/61 utilities on the VNeID platform to serve socio-economic development and social management.
Coordinate with ministries and branches to implement cuts, reductions, and simplifications for 324 administrative procedures with documents integrated and shared in the VNeID application.
Early research, build an integrated citizen data cloud (Cloud) on the VNeID platform (upgraded to level 3) to create a unified digital platform for people to carry out online administrative procedures in a convenient, secure and effective manner, promoting modern and civilized social management.
Research and clearly identify the authority, submission and form of documents in the process of developing the content "Developing digital citizens for the period 2025 - 2030"; report to the Prime Minister for consideration and decision in August 2025.
The Ministry of Science and Technology shall preside over and coordinate with the Ministry of Public Security, the Ministry of Home Affairs and ministries, branches and localities to propose a list of collectives and individuals with outstanding achievements in implementing the tasks of developing science, technology, innovation, digital transformation and Project 06, and submit to the Prime Minister for consideration, timely rewards and encouragement at the next meeting of the Government Steering Committee.
