The Government Steering Committee on science, technology development, innovation, digital transformation and Project 06 (Steering Committee) has just issued Notice No. 408/TB-VPCP dated August 8, 2025, concluding the 3rd Meeting of the Steering Committee - summarizing the work in the first 6 months of the year, deploying tasks for the last 6 months of 2025.

The Steering Committee has set out specific tasks that ministries, branches and localities need to carry out.

Accordingly, the study selected a general thesis on science, technology, innovation, digital transformation, a general thesis on professional skills in coordination with the Ministry of Science and Technology, the Ministry of Public Security and technology enterprises to build the architecture and digital transformation strategy of the ministry and industry. Complete in September 2025.

Focus on reviewing, cutting and simplifying administrative procedures (AP) according to Resolution No. 66/NQ-CP to ensure a reduction of at least 30% of the AP settlement time, at least 30% of the cost of applying AP, at least 30% of business conditions and 100% of AP are implemented regardless of administrative boundaries within the provincial level in 2025.

Regarding the Project "Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06), the Steering Committee requires ministries, branches and localities:

Urgently resolve and complete 45 tasks behind schedule, deploy 30 tasks to be completed in the last 6 months of the year of Project 06.

In particular, focusing on coordinating with the Ministry of Public Security and assigned corporations and enterprises to review, evaluate and accelerate the completion of 11 key databases (CSDL) in Plan No. 02 of the Central Steering Committee and 105 specialized databases in Resolution No. 71/NQ-CP according to the roadmap from now until December 31, 2025.

Prioritize the completion of databases on civil status, land, databases related to the fields of education, health, industry and trade, finance, internal affairs, etc.

For human-related databases of ministries and branches, it is necessary to create and build unity on the national population database platform, to ensure the principle of "correct - sufficient - clean - living - connecting smoothly";

Organize propaganda for people to proactively authenticate and integrate documents into electronic identification accounts for use when conducting transactions.

Encourage people to perform 100% in the electronic environment for 25 full online public services in Plan No. 02 of the Central Steering Committee, striving to only receive documents in the electronic environment by October 1, 2025.

The Provincial People's Committee directs the Public Administration Centers at all levels and one-stop departments to arrange enough means, machinery, equipment and human resources for cadres, civil servants, and youth union members to guide and support people to perform public services in the online environment.
