Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 127/CD-TTg requesting ministries, branches and localities to focus on completing the reduction and simplification of administrative procedures (AP) and business conditions according to the assigned tasks in Resolution No. 66/NQ-CP.
The Prime Minister requested the People's Committees of provinces and cities to complete the upgrading of the Provincial-level administrative procedure settlement information system to meet the requirements of digitalization, complete data transfer with merged localities and the implementation of administrative procedures not dependent on administrative boundaries within the provincial level, and deploy a 2-level local government organization model. Complete no later than August 30.
Complete the adjustment of internal processes and electronic processes of administrative procedures according to new regulations on decentralization, delegation of authority, determination of authority to handle administrative procedures and implementation of administrative procedures regardless of administrative boundaries within the provincial level. Complete by August 15, 2025 at the latest.
According to the telegram, the arrangement of cadres and civil servants to implement administrative procedures in some localities, especially at the commune level, is not scientific, does not properly meet the professional and technical requirements of the job position, and is slow to receive training and guidance.
Therefore, the Prime Minister requested provinces and cities to review and fully arrange cadres, civil servants, public employees and facilities and equipment to meet job position requirements, in accordance with the scale, number of tasks, administrative procedure records, as well as taking into account the specific factors of the job.
Thereby ensuring the implementation of receiving and handling administrative procedures effectively and smoothly, avoiding local congestion or interruption. Complete by August 15, 2025 at the latest.
The Prime Minister also requested localities to strengthen training and improve the quality of human resources to receive and handle administrative procedures, especially for administrative procedures that are decentralized, delegated authority, and have authority and authority determined by the commune level.
Actively promote communication, guidance, and support for people and businesses in implementing administrative procedures to create consensus and accompany the Government, ministries, branches, and localities to contribute to building an effective and efficient administration to serve people and businesses.
Strengthen inspection and supervision, promptly handle difficulties, problems, and congestion arising during the implementation process, ensuring the implementation of administrative procedures smoothly, effectively, and without interruption.
Chairmen of People's Committees of provinces and cities direct the review and completion of mechanisms, policies, and administrative procedures stipulated in legal documents under their authority, ensuring unified implementation throughout the province and city after the arrangement of administrative units.
Approving and organizing the implementation of the plan to reduce and simplify administrative procedures as prescribed in legal documents of the People's Council and People's Committee at the provincial level, to be completed no later than August 30, 2025.
