Prime Minister becomes Head of the Steering Committee for Administrative Procedures Reform

Prime Minister Pham Minh Chinh assumes the duties of Head of the Government Steering Committee on administrative procedure reform and decentralization and delegation of authority.

Politburo member and Prime Minister Pham Minh Chinh has just signed Decision 1417/QD-TTg dated June 30, 2025 to establish the Government Steering Committee on administrative procedure reform and decentralization and delegation of authority.

Prime Minister Pham Minh Chinh is the Head of the Steering Committee.

The Deputy Heads of the Steering Committee include: Permanent Deputy Prime Minister Nguyen Hoa Binh (Deputy Head of the Standing Committee); Minister, Head of the Government Office Tran Van Son; Minister of Home Affairs Pham Thi Thanh Tra.

Members of the Steering Committee: Minister of Justice Nguyen Hai Ninh; Minister of Finance Nguyen Van Thang; Minister of Industry and Trade Nguyen Hong Dien; Minister of Construction Tran Hong Minh; Minister of Agriculture and Environment Do Duc Duy; Minister of Science and Technology Nguyen Manh Hung; Minister of Health Dao Hong Lan; Minister of Education and Training Nguyen Kim Son; Minister of Ethnic Minority and Religion Dao Ngoc Dung; Minister of Culture, Sports and Tourism Nguyen Van Hung; Governor of the State Bank of Vietnam Nguyen Thi Hong; Government Inspector General Doan Hong Phong; Deputy Minister of Defense Lieutenant General Le Huy Vinh; Deputy Minister of Public Security General Nguyen Van Long; Deputy Minister of Foreign Affairs Le Thi Thu Hang; Deputy Chairman of the Government Office Pham Manh Cuong; Chairman of People's Committees of provinces and cities directly under the Central Government.

The Steering Committee is responsible for researching, consulting, recommending, and proposing to the Government and the Prime Minister directions and solutions to solve important, inter-sectoral issues in implementing policies, strategies, programs, plans, and projects on administrative procedure reform, decentralization, and delegation of authority.

At the same time, applying information technology and digital transformation in handling administrative procedures, contributing to improving the investment and business environment, enhancing national competitiveness.

Assist the Government and the Prime Minister in directing and coordinating ministries, branches and localities in implementing policies, strategies, programs, plans and projects and resolving important inter-sectoral issues on administrative procedure reform, decentralization and delegation of authority.

Assist the Government and the Prime Minister in promptly directing the immediate resolution of important, inter-sectoral issues regarding difficulties and obstacles for people, the business community in implementing administrative procedures and ministries, branches and localities in the process of implementing the task of reforming administrative procedures, decentralization and delegation of power.

Propose initiatives and proposals to handle mechanisms, policies, and administrative procedures that are barriers to production and business activities of enterprises and people's lives.
