On August 8, the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06 (Steering Committee) issued Notice No. 408/TB-VPCP concluding the 3rd Meeting of the Steering Committee on deploying tasks for the last 6 months of 2025.
In the notice, the Steering Committee requested the Ministry of Home Affairs to preside over and coordinate with relevant agencies to urgently develop criteria, management regulations, working regimes, treatment and recruitment procedures for general engineers and chief architects to deploy strategic systems and breakthrough initiatives to submit to the Prime Minister for consideration and decision.
The Ministry of Home Affairs develops and promulgates mechanisms and policies to attract human resources, scientific and technological talents, innovation, digital transformation at home and abroad, and has special treatment policies to attract at least 100 leading experts to work in the country, to be completed in August 2025.
Notably, the Ministry of Home Affairs urgently coordinated with the Central Organizing Committee to develop and submit to the Government a Decree on the assessment and classification of civil servant quality, in which it proposed to monitor and evaluate civil servants according to KPI ( Criteria for performance results of civil servants' duties) to start implementation from January 1, 2026.
Strengthen monitoring and inspection of administrative reform work, promptly grasp and synthesize information on difficulties and problems in the operations of local governments at both levels, ensuring smooth and effective service to people and businesses.
The Ministry of Education and Training shall preside over and coordinate with relevant agencies to develop and submit for promulgation: Higher education strategy framework; Project to review and reorganize the system of research institutes in higher education institutions and higher education institutions in research institutes. Completion in November 2025.
The Ministry of Construction shall preside over and coordinate with the Ministry of Science and Technology and 6 centrally-run cities to review, develop and approve the Smart Urban Project in August 2025 and organize implementation in 2025.
The Ministry of Finance shall preside over and coordinate with the Ministry of Science and Technology and relevant agencies to review, synthesize, calculate and report to the Prime Minister on the proportion of added value of the digital economy in national GDP.
The report needs to clarify the calculation method, updated data until the end of November 2025 and propose a roadmap and solutions to increase this proportion in the following years. Complete in December 2025.
At the same time, based on the proposal of the Ministry of Science and Technology on the plan to allocate state budget expenditures in the fields of science, technology, innovation, digital transformation to ministries, central and local agencies, the Ministry of Finance ensures resources, submits to competent authorities to supplement the budget according to regulations.
The Steering Committee requested the Ministry of Health to take the lead in developing and implementing digital solutions to effectively control fake food and fake drugs, identifying these as two key areas that need to be fought and thoroughly handled.
Complete the plan and start piloting in at least 5 localities in the fourth quarter of 2025; report the results, propose to expand nationwide in the second quarter of 2026.
The Ministry of Public Security deploys drug prescriptions from hospitals to the health data coordination system, pharmacies to synchronously integrate on VNeID, people can connect drug prescription data and receive drugs at home; piloted from September 2025 and officially deployed in October 2025.
