Shifting focus from information management to leading social awareness
On behalf of the Politburo, General Secretary and President To Lam signed and promulgated the Politburo's Resolution on the Strategy for Ideological Work in the New Context (Resolution No. 25-NQ/TW, dated August 22, 2026).
The Politburo's Resolution clearly states the guiding viewpoint: Ideological work in the new context needs to thoroughly grasp and well implement the motto "Proactive - Sharp - Persuasive - Effective" along with the following guiding viewpoints:
Persistently applying and creatively developing Marxism-Leninism, Ho Chi Minh's ideology, theory on the renovation line; steadfastly pursuing the goal of national independence and socialism; steadfastly promoting comprehensively and synchronously the renovation cause; steadfastly pursuing the principles of organization and operation of the Party.
Taking the study and practice of Ho Chi Minh's ideology, morality, methods, and style as the core and consistent content of ideological work. Building our Party truly "is morality, is civilization", building a contingent of cadres and party members on par with the tasks.
Ideological work is a particularly important content of Party building work, directly contributing to improving the leadership capacity, ruling power, combat strength and implementation organization of the Party; propaganda, education, unifying awareness, creating policy consensus, consolidating implementation discipline, protecting the prestige of the Party and the people's trust in the Party, State and regime; must go ahead to pave the way, go alongside in organizing implementation and go behind in summarizing practice, consolidating trust.
Shift the focus from information management to leading social awareness, consolidating people's trust, creating social consensus, and arousing the aspiration to develop the country. Ideological work is the work of the entire Party and the political system; Party committees and heads directly lead, direct, and take responsibility, not "contracting everything" to specialized agencies.
Close combination of "build" and "fight
Resolution 25-NQ/TW also defines the guiding viewpoint: Closely combine "building" and "countering", taking "building" as the root, taking "countering" as a regular task, and taking persuasion as the main method. "Building" is to foster trust, bravery, Party culture, a healthy information environment, the ideological resistance of the whole society; patriotism, will to be self-reliant, confident, self-reliant, self-strengthening, national pride, the spirit of great national unity and the aspiration to develop a prosperous, civilized, and happy country.
Combating" is resolutely and uncompromisingly fighting against the wrong, the bad, and the toxic that undermines trust; proactively preventing and repelling degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation" when it is just beginning, right from the grassroots level.
Ideological work must be carried out synchronously in both real and digital spaces; proactively protect the Party's ideological foundation, and maintain ideological security in all situations.
People are the center, the contingent of cadres plays a key role, the people's trust is the highest measure; The people are the subjects participating in protecting the ideological foundation of the Party. The effectiveness of economic, cultural - social, defense, security, foreign affairs and social security policies is a direct solution to improve the effectiveness of ideological work.
Promoting the overall strength of the entire political system, the business community and the whole society; closely linking ideological work with socio-economic and cultural development, strengthening national defense and security, expanding foreign affairs; taking grassroots and residential areas as the focus, implementing synchronously and unifiedly at home and abroad.
Taking data, forecasting, and early warning as a foundational capacity; modern technical tools, grassroots information system and overall technical solutions to protect the Party's ideological foundation are supporting means.
