On the morning of August 27, at the National Assembly House, the National Assembly Standing Committee organized the 6th conference of full-time National Assembly delegates to discuss and comment on 12 law projects submitted to the National Assembly at the 8th Session.
12 law projects, including: 11 projects that were commented on by the National Assembly for the first time at the recent 7th Session are: Law on Geology and Minerals; Law amending and supplementing a number of articles of the Pharmacy Law; Trade Union Law (amended); Law on Prevention and Combat of Human Trafficking (amended); Notarization Law (amended); Law on Cultural Heritage (amended); Law on Urban Planning and Rural Planning; Law on Fire Prevention, Fighting and Rescue; Value Added Tax Law (amended); Juvenile Justice Law; Law on People's Air Defense.
One law project submitted to the National Assembly for comments at the 8th Session is the Electricity Law (amended). If well prepared and the National Assembly discusses and reaches high consensus, the National Assembly Standing Committee will consider and coordinate with the Government to submit to the National Assembly for approval at the 8th Session according to the procedure at a session.
Speaking at the opening of the meeting, Politburo member and National Assembly Chairman Tran Thanh Man emphasized that the projects discussed at this conference regulate many different fields, including very important laws for the country. with the political system and ensure the rights and interests of workers and businesses.
In order for the discussion to be highly effective, the Chairman of the National Assembly proposed to focus on analyzing, discussing, and clearly expressing opinions on the contents of the agency in charge of verifying the report, asking for opinions, and the remaining contents. There are different options; give clear opinions on whether the projects are eligible to submit to the National Assembly for approval at the next session or not.
National Assembly Chairman Tran Thanh Man suggested sticking to the principle agreed upon at the beginning of the term, which is to give the highest priority to the quality of law projects, not chasing quantity. Only law projects that ensure quality and satisfactorily resolve problems will be submitted to the National Assembly for approval.
Practical issues are clear, proven correct by practice, and with high consensus, we are determined to implement them; Issues that are unclear and have many different opinions will continue to be researched, summarized in practice, and piloted when permitted by competent authorities.
Next, carefully review the draft laws to see whether they have thoroughly grasped and fully institutionalized the Party's policies. Attention should be paid to impact assessment of new regulatory proposals.
It is necessary to thoroughly grasp and implement Regulation 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work.

"When speaking, National Assembly delegates need to clearly express their views, be objective, and not shy away from sensitive content that can easily lead to policy profiteering," the National Assembly Chairman noted.
The Chairman of the National Assembly also noted that every step should be taken to completely overcome the problem of slow submission of documents, ensuring that delegates have access to documents presented at the meeting as soon as possible, with enough time to research and decide, especially for bills and resolutions submitted for approval.
