Firmly upholding the "4 no's" defense policy
The message about the "4 no's" defense policy was emphasized by General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense - at many bilateral and multilateral forums.
In early November 2024, during the official visit of Politburo member and President Luong Cuong to Chile, in the capital Santiago, Minister of National Defense Phan Van Giang had talks with Chilean Minister of National Defense Maya Fernandez Allende.
During the talks, Minister Phan Van Giang affirmed that Vietnam has always been consistent with its foreign policy of “independence, self-reliance, peace, friendship and development cooperation, multilateralization and diversification of relations; being a friend, a reliable partner and an active and responsible member of the international community”. At the same time, Minister Phan Van Giang also emphasized Vietnam’s viewpoint and defense policy of “4 no’s” aimed at peace, self-defense, and protecting the Fatherland early and from afar.
Or at the Beijing Xiangshan Forum in mid-September 2024, when speaking here, General Phan Van Giang affirmed that Vietnam firmly adheres to the "4 no's" defense policy; always sincere, loyal, respectfully preserving and developing relations with other countries.
The message that Vietnam is always consistent with its foreign policy of independence, self-reliance, peace, friendship, cooperation and development; and firmly adheres to the "4 no's" defense policy was also emphasized by Minister Phan Van Giang during his talks with the Chinese Defense Minister at the 8th Vietnam - China Border Defense Friendship Exchange in April 2024.
Vietnam's Defense White Paper clearly states the "4 no's" defense policy: No participation in military alliances; no ally with one country to fight another; no allowing foreign countries to set up military bases or use territory to fight against other countries; no use of force or threat of use of force in international relations.
Firmly protect the Fatherland from early on and from afar
Speaking with Lao Dong, Major General Nguyen Mai Bo - Standing Member of the National Defense and Security Committee of the 14th National Assembly - analyzed that the "4 no's" policy in Vietnam's defense policy clearly demonstrates the consistent viewpoint of our Party and State on defense policy, which is peaceful and self-defense in nature; resolutely and persistently resolving all disputes and disagreements by peaceful means; proactively preventing and repelling the risk of war; implementing the motto of protecting the Fatherland early and from afar, and being ready to fight against aggressive wars.
Major General Nguyen Mai Bo analyzed that the content of the "4 no's" defense policy such as "not participating in military alliances" and "not aligning with any country to oppose another country" has become especially important in the current regional context. This consistently demonstrates the viewpoint of "making more friends, fewer enemies", maintaining peace and stability in Vietnam's international relations.
The "4 no's" defense policy also affirms "not allowing foreign countries to set up military bases or use territory to fight against other countries".
Thus, Vietnam clearly affirms to the world that it does not accept foreign military bases on its territory or use part of its territory to launch a war of aggression against a third country. Vietnam's "4 no's" defense policy also affirms that it does not use force or threaten to use force in international relations. This highlights the defensive and peaceful nature of Vietnam's defense policy, especially in the context of Vietnam's efforts to improve its military capabilities.
“Vietnam's “4 No's” defense policy has clearly and consistently affirmed the viewpoint of “not choosing sides”, only choosing to stand on the side of peace, reason, justice, international law and the United Nations Charter” - Major General Nguyen Mai Bo affirmed.
According to Major General Nguyen Mai Bo, throughout history, our country has gone through many resistance wars to protect the Fatherland. Therefore, we see more clearly the pain and loss of war, and understand the value of peace. Therefore, Vietnam's "4 no's" defense policy also aims to protect the Fatherland early, from afar, to protect peace and national independence. The "4 no's" defense policy also clearly demonstrates the peace-loving policy of the People and the Vietnam People's Army.
