Proposal to remove obstacles for Doi Cu Golf Course Project
On March 3, Standing Deputy Prime Minister Nguyen Hoa Binh and the Central working delegation worked with the People's Committee of Lam Dong province on removing difficulties and obstacles in projects in the area.

At the working session, Secretary of the Lam Dong Provincial Party Committee Y Thanh Ha Nie Kdam said that in the past time, the locality has implemented many solutions to remove difficulties for projects, unlock business resources, and contribute to socio-economic development.
According to the report, the whole province has 359 non-budget investment projects facing problems with land, planning, investment procedures, overlapping mineral planning and inspection conclusions over many periods.

The locality has established 6 working groups, organized 42 meetings, and inspected the scene to review and remove difficulties for businesses.
To date, 22/359 projects have been resolved; and at the same time, difficult areas have been grouped and specific tasks have been assigned to each department, sector, and locality.
The Provincial People's Committee proposed that the Deputy Prime Minister and the working delegation consider and direct the removal of obstacles for 27 large projects, including 21 energy projects (wind power, solar power, hydropower) and 6 commercial, tourism and service projects.
According to provincial leaders, when removed, the projects will effectively exploit land and landscape potential; increase budget revenue, create jobs, and increase income for workers.

Among these is the Doi Cu Da Lat Palace golf course project in the center of Da Lat City, with a total investment of 2,000 billion VND. Currently, the project is stuck because the scope of area II of the national scenic relic Xuan Huong Lake has not been clearly defined.
The province requests the Standing Deputy Prime Minister to direct the Ministry of Culture, Sports and Tourism to guide and clearly determine whether the Doi Cu golf course project and the Golf Club building belong to Relic Area II or not; and at the same time guide related procedures for the project to continue to invest and operate according to regulations.
The locality also proposed to consider removing issues related to violation handling dossiers, overcoming violations and determining annual land lease unit prices at the project.
Series of projects entangled in mineral planning
Regarding 6 wind power projects, with a total investment of about 15,000 billion VND in the western area of the province, local leaders said that the projects are entangled due to being located in the planned area for bauxite mineral exploration.

At the beginning of 2026, the Ministry of Agriculture and Environment submitted to the Prime Minister a proposal to remove the area where 6 wind power projects are being implemented from the mineral planning.
The province requests the Deputy Prime Minister to consider and give directing opinions on this proposal.
The Eastern region has 13 renewable energy projects (7 solar power projects, 6 wind power projects) with a total investment of about 27,000 billion VND, which are entangled in titanium mineral reserve planning and land lease term.

At the working session, the locality also proposed to remove difficulties for projects: Dak Glun 2, Dak Glun 3 Hydropower Plant; Dinh I (King Palace); Nguyen Kim Da Lat Trade Center; High-class villa and resort tourism area of Hon Rom Hill; Merperle Dalat Hotel...
Standing Deputy Prime Minister Nguyen Hoa Binh said that the slow putting into use of projects causes waste and affects business resources. He requested Lam Dong to definitively resolve backlog projects according to regulations, especially projects under local authority.

Regarding the Doi Cu golf course project, the Standing Deputy Prime Minister requested the Ministry of Culture, Sports and Tourism to coordinate with the Provincial People's Committee and relevant agencies to prepare a dossier, re-determine the scope of the relic; and at the same time consider and handle violations (if any), in case the government is wrong, it must be held responsible.
For projects that still have problems, the Standing Deputy Prime Minister requested the province to report specifically to System 751 (the database of the Steering Committee for resolving backlog projects) for the Government to consider and handle according to regulations.
