On March 2nd, the Construction Investment Project Management Board No. 1 of Lam Dong province said that it has requested the Department of Finance to advise the Provincial People's Committee to report and propose to the Prime Minister and the Ministry of Finance to consider allocating about 2,944 billion VND in the medium-term public investment plan for the period 2026–2030 to complete the scale of the two projects.
According to the phased phase design, both routes only arrange intermittent emergency stops, on average there is only one stop on 4-5 km.

This option is suitable when capital sources are limited, but reveals many risks when long-term exploitation, especially on steep mountain passes with high traffic volume.
Reality shows that when vehicles encounter problems between two stops, vehicles are forced to stop immediately on the traffic lane, posing a potential risk of chain collisions, causing difficulties for rescue and relief work and prolonging congestion.

Meanwhile, the continuous emergency stop lane helps to handle incidents quickly, limit secondary accidents, improve exploitation capacity and reduce social costs.
The Tan Phu - Bao Loc expressway is nearly 66 km long, with a total phased investment of more than 18,000 billion VND. To complete it, the route needs to expand the roadbed from 17 m to 22 m, add two continuous emergency stop lanes, expand 15 bridges and people's underpasses... with additional costs of about 1,044 billion VND.
The Bao Loc - Lien Khuong expressway is more than 73 km long, with a total phased investment of nearly 17,718 billion VND. The continuous addition of emergency stop lanes is expected to require an additional 1,900 billion VND.
According to the PMB, if it continues to share costs with investors, it will increase financial pressure, prolong toll collection time, and affect borrowing capacity.
Therefore, supplementing state budget capital is considered a suitable solution to ensure overall project efficiency.
These two expressways are expected to be completed and put into operation from the fourth quarter of 2027.
The Bao Loc - Lien Khuong expressway started construction on June 29, 2025, but has not yet been constructed because the investor has not completed the technical design dossier.
