Presenting a speech at the 1st Lao Cai Provincial Party Congress, term 2025-2030, Ms. Vu Thi Hien Hanh - Vice Chairman of Lao Cai Provincial People's Committee said that Lao Cai currently owns more than 60% of the area of covered forests - among the highest in the country, along with a rich ecosystem, water resources, minerals and unique eco-tourism potential. This is the foundation for the locality to develop organic agriculture, high-tech industry and green tourism associated with environmental protection.
According to Ms. Hanh, green development is not only the "color of nature" but also a journey through thinking, lifestyle to production and consumption. Lao Cai identifies green development as the main pillar, both ensuring economic growth and moving towards social justice and environmental protection.
Along with green growth, Lao Cai persists in its goal of harmonious development between low-lying and upland areas, between urban and rural areas, ensuring that all people enjoy fair development results. The province pays special attention to health, education, social security, training high-quality human resources and sustainable poverty reduction, so that no one is left behind.
Lao Cai currently has 56 national cultural heritages and 3 heritages recognized by UNESCO. The preservation, restoration and dissemination of cultural values associated with tourism development is considered by the province as a "soft power", creating its own mark, with the brand "Lao Cai - The place where the Northwest colors converge".
The highlight of the development philosophy is towards happiness - the highest destination of all policies.
Happiness is not only a goal but also a driving force, a measure of the provinces success Ms. Hanh emphasized. The efforts to improve education, health care, and living environment, along with the satisfaction and trust of the people, are clear evidence, said the Vice Chairman of Lao Cai Provincial People's Committee.
According to Ms. Hanh, the development philosophy of "green - harmonious - identity - happiness" has been verified in practice, receiving high consensus from the people. Although not yet a rich province, Lao Cai people are increasingly satisfied with life, happiness nurtured by culture, a safe living environment and community solidarity.
In the period of 20252030, Lao Cai continues to consider this philosophy as a guideline, with a series of key projects: developing green industry, comprehensive rural areas, identity tourism, effective resource management, multidimensional poverty reduction, building a digital government and taking people's satisfaction as a measure of success.
With high political determination and social consensus, Lao Cai is gradually realizing the goal of building a province with rapid, sustainable and comprehensive development, becoming a new growth pole for the region and the whole country, said Ms. Vu Thi Hien Hanh.
