Lao Cai Newspaper is arranged with a working headquarters, equipped with assets, equipment, and means of work according to regulations, ensuring operating conditions and suitability for the number of civil servants and employees; is a public service unit that self-guarantee regular expenditures (Group 2 unit) according to regulations on the financial autonomy mechanism of public service units.

After the merger, Lao Cai Newspaper operates under the model of a public service unit under the Provincial Party Committee, including 9 affiliated units, specifically: Administrative - commercial Department; Technical - Technology Department; General Secretariat Department; Editorial and Production Organization Department; Department of Arts - Sports - Entertainment; Department of Ethnic Minorities; Department of News - Politics; Department of Economics - Social Affairs; Department of Digital content Development, with 173 cadres, reporters, editors, and workers.

Lao Cai Newspaper is a newspaper of the provincial Party Committee, under the Lao Cai Provincial Party Committee. Serves as the mouthpiece of the Party Committee, government and people of Lao Cai ethnic groups, and at the same time as an information bridge between the Party, government and local people; is a public service unit, operating press activities according to Party regulations and State laws.

The establishment of Lao Cai Newspaper on the basis of merging Lao Cai Newspaper and Lao Cai Provincial Radio and Television Station contributes to streamlining the apparatus, reducing 1 public service unit under the province; 3 affiliated departments; reducing at least 5 party and union organizations; reducing 1 agency head and 3 department heads.
