Realizing the development goal of "green, harmonious, unique, happy"
The Congress was held from September 28-30 at the Lao Cai Provincial Convention Center (Yen Bai Ward) with the participation of 440 official delegates representing over 119,000 Party members in the entire Party Committee.
The Congress received 271 comments from 103 Party Committees under the Provincial Party Committee participating in the draft documents submitted to the 1st Provincial Party Congress, term 2025-2030 and draft 17 key projects for the 2025-2030 period. Of which, 117 opinions were contributed to the Key Projects.
On that basis, the Lao Cai Provincial Party Committee unanimously approved the Resolution, the Action Program to implement the Congress Resolution and 17 key projects of the Provincial Party Committee Executive Committee for the 2025-2030 term.
According to the approved Resolution, the Lao Cai Provincial Party Committee determined the general goal for the coming term as: Building a clean and strong Party and political system; firmly ensuring national defense and security; promoting all potentials, advantages, resources and human factors, effectively exploiting new growth momentum, creating a breakthrough to build Lao Cai province into a growth pole, a center for economic trade connections between Vietnam and ASEAN countries with the Southwest - China in the direction of "green, harmonious, identity, happiness" associated with the goal of "Conserving borders, protecting people, protecting forests, protecting the country, protecting the environment".
By 2045, Lao Cai will become the northern development center of the country; the economic trade connection center between Vietnam and ASEAN countries with China and Europe. Realize the development goal of "green, harmonious, unique, happy".
The Congress set out 24 main targets, of which the economic sector has 12 targets, 7 targets in the social sector and 5 targets in the environmental sector. Some outstanding indicators include: By 2030, the total product (GRDP) in the area will reach over VND 240,000 billion; the average growth rate of the total product (GRDP) for the period 2026-2030 is 10%/year or more; GRDP per capita is 136 million VND, per capita income is 70 million VND; state budget revenue reaches over VND 32,000 billion; attracts over 15 million tourists with revenue of VND 70,000 billion...
Seizing opportunities, overcoming difficulties and challenges
The Congress agreed on 5 key tasks, 3 breakthroughs and 10 specific solutions. In particular, the province focuses on building a clean and strong Party and political system that operates effectively, efficiently and efficiently; focuses on planning and developing the economy with a driving force axis, two development poles, three economic regions and four development pillars; improve the quality of healthcare, education, human resources, and employment for workers and strengthen national defense and security; firmly protect national borders, promote foreign relations, and deeply integrate internationally.
Closing the Congress, Deputy Secretary of the Provincial Party Committee, Chairman of the Lao Cai Provincial People's Committee Tran Huy Tuan affirmed that immediately after the Congress, the Lao Cai Provincial Party Committee Executive Committee will urgently issue a Resolution, Action Program to implement the Congress Resolution and 17 key projects of the Provincial Party Committee Executive Committee for the 2025-2030 term.
Party committees and organizations in the entire Party Committee need to organize the study and dissemination of these contents in depth; widely propagate and disseminate to the people about the results of the Congress; urgently complete the development and promulgation of the Action Program in a specific and practical manner in November 2025 with effective, appropriate and feasible solutions.
