Politburo member and Prime Minister Pham Minh Chinh has just signed Decision No. 713/QD-TTg dated April 3, 2025 to establish a Working Group on strengthening cooperation and proactively adapting to adjustments to US economic and trade policies (Working Group).
Member of the Party Central Committee, Deputy Prime Minister Bui Thanh Son is the Head of the Working Group.
The Deputy Head of the Working Group is the Minister of Industry and Trade.
Members of the Working Group include: Minister of Finance; Governor of the State Bank of Vietnam and leaders of ministries and agencies: Foreign Affairs, National Defense, Public Security, Agriculture and Environment, Science and Technology, Construction, Health, Culture, Sports and Tourism, Government Office.
The working group is responsible for assisting the Prime Minister in closely monitoring developments in the world and the region, especially the adjustment of US economic and trade policies to proactively advise, propose and recommend measures to the Government and the Prime Minister.
This is to flexibly, promptly, appropriately and effectively adapt to the world situation, the region and US policy adjustments in the coming time, overcome challenges, seize opportunities, continue to maintain a peaceful, stable environment and a favorable foreign situation.

The Ministry of Industry and Trade is the permanent agency of the working group, responsible for presiding over and coordinating with the Ministry of Finance, the Ministry of Foreign Affairs and the relevant agencies and using the existing apparatus to organize the performance of tasks assigned by the task force to increase the payroll of the Ministry by competent authorities.
The Ministry of Foreign Affairs is responsible for directing Vietnamese representative agencies abroad to regularly monitor the situation, update, exchange, inform, propose, and make recommendations; promptly and synthesiously report to the Heads of the Working Group on related issues.
Relevant ministries and agencies that are members of the Working Group, according to their functions and tasks, regularly review, promptly provide information, proposals and recommendations to the Ministry of Industry and Trade and the Ministry of Foreign Affairs for synthesis and reporting to the Heads of the Working Group.
Every third period or at the request of the Head of the Working Group, the standing agency of the General Task Force, to the Prime Minister and the Head of the Working Group on the situation of the implementation of the assigned tasks.
Previously, on April 2, 2025 (local time), US President Donald Trump issued a decree on countervailing taxes applied to goods of countries and territories around the world exported to the US. In particular, President Donald Trump announced the imposition of a 46% tax on Vietnamese goods exported to the US.
Immediately after the US announced the imposition of tariffs on Vietnamese goods, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with ministries and branches to find solutions to respond after the US announced the imposition of countervailing tariffs on countries, including Vietnam.
The Minister of Industry and Trade also issued a document requesting the US side to temporarily postpone the decision to impose the tax.
