The Bao Dai High-end Resort Project in Vinh Nguyen Ward is one of the typical projects that Khanh Hoa province has reported to the Central and Government agencies for comments on.
This project does not organize auctions of land use rights, land allocation, land lease, and financial obligations for land according to Notice No. 680 of 2019 of the Central Inspection Committee.
The issuance of investment certificates for project implementation and land allocation and lease of land for project implementation without auctioning land use rights are not in accordance with regulations.

In 2014, Khanh Hoa province decided to reclaim land used by Khanh Viet Corporation and allocate land with land use fees, land lease, and sea surface lease to Khanh Ha Investment Joint Stock Company to implement the Bao Dai High-end Resort project.
A year earlier, Khanh Hoa province issued the first investment registration certificate in 2013 to this enterprise with a total investment capital of 478 billion VND, land use area of about 136,633 m2.
The goal is to build 5-star villas and hotels, including resort villas for long-term lease or for sale (tourist villas not forming residential units).
After being allocated land, the investor committed to renovating 5 existing villas in a synchronous architectural form; building a new 5-storey hotel with 108 rooms; building 36 new luxury villas; auxiliary items including conference rooms, gyms, spas, freshwater and saltwater swimming pools, yacht...
According to the investor's report, after obtaining a construction permit (2014), Khanh Ha Investment Joint Stock Company has constructed the overall infrastructure item (performing 60% of the total project's embankment volume); in 2016, the rough construction of the 2-bedroom model was completed.
From 2017 to present, the enterprise has stopped implementation to adjust the construction planning at a scale of 1/500 according to the direction of the Provincial Party Committee and the People's Committee of Khanh Hoa province.
Regarding the 5 ancient villas in the project, the investor reported that Nghinh Phong Villa, Vong Nguyet, was repaired and completed in 2019.
Faced with the reality of many of the above villas being degraded and not being able to promote their value, Khanh Hoa province (in 2023) has decided to reclaim land for 5 relic villas at Bao Dai High-end Resort with a total reclaimed area of 9,209 m2.
Khanh Hoa province agreed on the plan to use shared traffic infrastructure and technical infrastructure with the Bao Dai High-end Resort Project according to the detailed plan.
Bao Daiau villa is located in a 12-hectare campus, named after tropical flowers including Xuong Rong, Bong Su, Bong Giay, Phuong Vi, Cay Bang.
From 1940 to 1945, King Bao Dai and Queen Nam Phuong often visited here to relax.
In 1995, Bao Dai Villa Area was recognized by Khanh Hoa province as a historical, cultural and scenic relic. 10 years later, the Ministry of Culture and Information recognized the National Scenic Landscape of Nha Trang Bay, including a provincial-level relic at Bao Dai Palace.
In 2013, Khanh Hoa province approved the detailed planning and partially adjusted the land use planning of the relic site at Bao Dai tower. This decision agreed to allow Khanh Ha Investment Joint Stock Company to be allocated land at Bao Dai tower relic and 5 ancient villas to implement a resort project.
