Politburo Member, Prime Minister Le Minh Hung has just signed Official Dispatch No. 40/CD-TTg dated May 19, 2026 on strengthening the work of preventing and combating drowning (PCĐN) for children.
The telegram stated that recently there have been consecutive cases of child drowning causing serious consequences in Dak Lak and Phu Tho provinces. The coming time is summer vacation and the rainy and storm season, posing many risks of causing accidents, injuries and child drowning.
To soon overcome the consequences and proactively prevent drowning accidents for children and students nationwide, the Prime Minister requests:
People's Committees of Phu Tho and Dak Lak provinces urgently direct functional forces to make efforts to search for missing students and organize support, visits, and encouragement to families of students in distress.
People's Committees of provinces and cities direct educational institutions in the area to strictly manage to ensure safety and PCĐN for children and students.
Directing the review and timely warning of locations at risk of drowning in the area and proactively implementing prevention and remedial measures.
Focus on investing in facilities to serve the organization of safe swimming lessons, safety skills in the water environment for children; strengthen communication about the responsibility of families in managing and supervising children, not allowing them to be exposed to water sources that may cause drowning; disseminate PCĐN skills to parents, children, and students.
Strengthen inspection of the implementation of PCĐN work for children and students at educational institutions, agencies, organizations, and authorities at all levels.
The Ministry of Education and Training guides the implementation of education on PCĐN knowledge and skills for children and students; promotes the movement to teach safe swimming and safety skills in the water environment for students; and at the same time strengthens propaganda to raise awareness and consciousness about PCĐN and coordination between schools and families in managing children and students, especially during summer vacation.
Promptly review, update, and complete programs, materials and organize safe swimming teaching, PCĐN for children and students in educational institutions, especially general education institutions.
The Ministry of Health strengthens urging and guiding ministries, branches, and People's Committees of provinces and cities to strictly implement the program of preventing accidents, injuries, and PCĐN for children. Strengthen inspection and examination of the implementation of PCĐN for children in localities, especially localities where child drowning occurs frequently.
It is proposed that the Central Propaganda and Mass Mobilization Committee direct the orientation and strengthen information, propaganda, and education of PCĐN knowledge and skills, and safe swimming teaching for children and students in schools and in residential communities.
Direct the press system to increase broadcasting time, publish content about PCĐN, and teach safe swimming for children and students.
It is proposed that the Central Committee of the Vietnam Fatherland Front direct the Central Committee of the Ho Chi Minh Communist Youth Union and relevant member organizations to proactively propose and coordinate the implementation of propaganda and education on PCĐN knowledge and skills, and safe swimming teaching for children and students in schools and in residential communities.
