On May 15, the Government Office said it had just issued Official Dispatch No. 4408/VPCP-CDS conveying the opinion of Politburo Member, Prime Minister Le Minh Hung requesting relevant ministries and sectors to continue to drastically cut administrative procedures (TTHC) related to fire prevention and fighting (PCCC); licensing industrial parks and clusters; environmental impact assessment; construction permits.
Official Dispatch No. 4408/VPCP-CDS states: Implementing the Prime Minister's direction in document No. 3905/VPCP-CDS dated May 2, 2026 of the Government Office, the Ministries of: Public Security, Industry and Trade, Agriculture and Environment, Construction have reviewed, researched and reported on the current status of regulations, administrative procedures, results of cuts and simplifications in the past time; proposed to continue cutting and simplifying groups of regulations and administrative procedures related to fire prevention and fighting; licensing industrial parks and clusters; environmental impact assessment; construction permits.
To ensure continued strong reduction of administrative procedures, the Prime Minister requested the Ministers of: Public Security, Industry and Trade, Agriculture and Environment, Finance, Construction to direct relevant units:
Study the reasonable opinions of the Ministry of Justice in Official Dispatch No. 3185/BTP-KSTT to develop and proactively implement plans to cut and simplify related administrative procedures according to their authority, to be completed in May 2026; report to competent authorities to cut and simplify plans beyond their authority, to be completed in June 2026;
Urgently review and complete the plans to cut and simplify administrative procedures related to the draft Resolution on delegation of power, cutting and simplifying administrative procedures and business conditions, and send it to the Ministry of Justice for completion and submission to the Government.
The Minister of Public Security shall preside over and coordinate with the Ministry of Construction to direct relevant units to review and amend fire prevention and fighting regulations and standards in a practical direction, ensuring safety for people, for works and maximizing savings for investors and project owners and minimizing compliance costs for organizations and individuals;
Review and simplify the list of fire prevention and fighting, rescue and salvage vehicles subject to licensing before circulating in the market to create favorable conditions for organizations and individuals; report to the Prime Minister before June 15, 2026.
The Minister of Industry and Trade directed relevant units to study reducing and simplifying procedures for establishing/expanding industrial clusters in the direction of strengthening inter-connection, integration, and implementing administrative procedures, while completing the draft Decree amending and supplementing Decree No. 32/2024/ND-CP on management and development of industrial clusters, and submitting it to the Government for promulgation in May 2026.
The Minister of Construction directed relevant units to review, cut, and simplify administrative procedures, complete the draft Decree detailing a number of articles of the Construction Law on construction activity management, and submit it to the Government for promulgation in May 2026; coordinate with the Ministry of Public Security to implement the above content.
The Minister of Finance shall preside over and coordinate with the Ministry of Industry and Trade and the Ministry and agency to direct relevant units to study and advise competent authorities to unify a focal point for managing industrial parks and clusters.
