Hai Phong - According to the project to reorganize commune-level administrative units, Hai Phong City plans to have 101 surplus headquarters.

Roadmap for arranging 101 surplus headquarters

According to the project to reorganize commune-level administrative units, Hai Phong will reorganize 167 commune-level administrative units to establish 50 commune-level administrative units including 24 wards, 24 communes and 2 special zones.

The city has also planned to handle headquarters and public assets after the reorganization. Accordingly, the total number of district and commune-level headquarters currently in use is 307 locations, including the working headquarters of 15 districts, towns and cities in Thuy Nguyen with a total land area of 25.4 hectares, declared into 65 locations. The working headquarters of 81 communes, 79 wards and 7 towns are currently in use with a total land area of 67.9 hectares declared into 242 locations.

When implementing the arrangement of 167 current commune-level administrative units to establish 50 new commune-level administrative units, 15 new communes will continue to use the headquarters of 15 district-level districts in the same location according to the administrative boundary ( Thus, it is estimated that 66 locations will continue to be used).

For the remaining 35 communes that do not use district-level headquarters, in terms of average headquarters needs, it will be necessary to arrange 4 locations for the Party Committee, People's Council - People's Committee, Fatherland Front, commune-level unions and Public Administration Service Centers, the demand will be 140 locations. Accordingly, the number of surplus headquarters is expected to be 101 locations.

The city also developed a roadmap to arrange and handle the above 101 headquarters. Accordingly, in 2025, 39 locations will be arranged, in 2026, 32 locations will be arranged, in 2027, 20 locations will be arranged and in 2028, 10 locations will be arranged.

No investment in building new headquarters

Hai Phong also develops the principle of not investing in the construction of new headquarters of the Party Committee, People's Council - People's Committee at commune-level administrative units that carry out the arrangement (except for projects that have been implemented). Surplus headquarters will be prioritized for educational, medical or other public purposes. Through the survey, the working headquarters of state agencies are most suitable for converting functions, especially for public purposes such as cultural houses, libraries, and community activities.

For surplus public assets, the People's Committee of Hai Phong City will review, compile statistics, and develop a plan to continue to arrange and use them to transfer to other agencies and units that are currently lacking compared to standards, norms, or organize liquidation of assets for damaged assets that cannot be used in accordance with regulations.

The principle is to prevent loss or waste, ensuring that within 3 years from the effective date of the Resolution of the National Assembly Standing Committee on the arrangement of administrative units of Hai Phong City. The People's Committee of Hai Phong City is committed to completing the arrangement and handling of public assets in accordance with regulations.
