On August 22, the Government Office issued document No. 8631/VPCP-PL to Ministers and Heads of ministerial-level agencies conveying the direction of Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau on preparing the content of the specialized Government meeting on law-making in August 2026 (Second Session).
To prepare well for the content of the specialized Government meeting on law-making in August 2026 (Second Session, August 26, 2026), Deputy Prime Minister Le Tien Chau requested Ministers of: Agriculture and Environment, Health, Public Security, Industry and Trade, Justice, Finance, Culture, Sports and Tourism, Science and Technology to directly direct and urgently complete the review and completion of dossiers of 14 draft laws in accordance with the Law on Promulgation of Legal Documents, submit to the Government before 11:00 AM on August 24, 2026 and be responsible to the Government and the Prime Minister for the quality and progress of submitting dossiers of draft laws.
The above 14 draft laws include:
- Ministry of Agriculture and Environment: Law amending and supplementing a number of articles of the Law on Environmental Protection; Law on Marine and Island Resources and Environment (amended).
- Ministry of Health: Law on Donation, Harvesting, and Transplantation of Human Organs and Parts and Corpses (amended); Law on Food Safety (amended); Law amending and supplementing a number of articles of the Law on Prevention and Control of Tobacco Harms.
- Ministry of Public Security: Law on Handling of Administrative Violations (amended); Law on Electronic Identification and Authentication; Law on Data Security.
- Ministry of Industry and Trade: Law on Transactions of Derivatives.
- Ministry of Justice: Law on legal normative documents.
- Ministry of Finance: Bidding Law (amended); Law on Procurement and Requisition of Assets (amended).
- Ministry of Culture, Sports and Tourism: Law on Development of the Cultural Industry.
- Ministry of Science and Technology: Law amending and supplementing a number of articles of the Law on Intellectual Property.
Deputy Prime Minister Le Tien Chau requested ministries to focus on studying, receiving, and fully explaining the appraisal opinions of the Ministry of Justice; complete dossiers and send them to the Ministry of Justice to review the contents of receiving, explaining and the dossier of the draft law after appraisal in accordance with the Government's Working Regulations.
The Deputy Prime Minister assigned the Minister of Justice to focus on directing the organization of appraisal immediately after receiving sufficient dossiers of draft laws submitted for appraisal by Ministries; urgently complete appraisal reports, send them to the drafting agency to study, receive, and revise dossiers of draft laws; and at the same time accelerate the progress of reviewing the content of receiving and explaining appraisal opinions and dossiers of draft laws after appraisal in accordance with the Government's working regulations.
The Government Office is accelerating the processing of dossiers of draft laws submitted to the Government; focusing on reviewing and summarizing major issues with different opinions of draft laws, and reporting to the Government and the Prime Minister according to regulations.
