National Assembly Deputy Vu Van Tien (Hai Phong Delegation) expressed concern about the results of practicing thrift and combating wastefulness in Government Report No. 165.
Firstly, the report has pointed out that some localities and ministries have built and implemented the program of practicing thrift and combating waste not seriously, not seriously.
Second, the number of ministries, branches, localities, and businesses that have not complied with regulations on the time for issuing thrift practice programs against wastefulness or are slow, and have not reported results of thrift practice against wastefulness has increased compared to previous years.

At group 8, Minister of Health Dao Hong Lan explained that although these 2 projects have completed the rough construction, they have not yet been operational.
The Minister said: "The backlog project has lasted for up to 10 years, in which violations have arisen right from the contract signing stage. Therefore, if only requiring no legalization of violations, it will be very difficult to handle thoroughly.
We choose the approach of acknowledging and accepting the violations that have occurred as a basis for proposing solutions to remove them. At the same time, it is necessary to clearly identify: officials who participate in handling and overcoming old violations will not be considered violators, in order to avoid being held responsible later for "knowing wrong but still doing it" in the process of resolving backlogs.
The Minister added that the core thing is to come up with appropriate handling solutions, ensuring no elements of corruption or negativity, and daring to do it for the common good. Otherwise, allowing a large project to continue to be prolonged will cause even more serious consequences.
Regarding the fact that the project has not yet been put into operation, the Minister said that the reason is that when handling each specific project, especially the hospital project, many subsequent procedures still need to be completed.
Regarding construction, the project is basically completed, the facilities are very good, it can be said that it is no different from a 5-star hotel, spacious, clean and beautiful," the Minister informed.
One of the important key points is related to completing fire prevention and fighting (PCCC), the Minister said: The project was built 10 years ago, so the regulations on PCCC are applied according to the old law.
Now, when re-evaluating, it is necessary to comply with new regulations with stricter requirements, leading to many problems. Some items must be adjusted, such as dismantling walls, adding doors, and then re-implementing the approval process.
Up to this point, after a very long time, the fire prevention and fighting plan has been approved. However, after approval, it is necessary to continue to construct adjustments, dismantle, and renovate some items to meet new requirements," the Minister informed.
Even the verification stage encounters many obstacles, many points are not consistent with current decrees and regulations.
