According to Decree 162/2026/ND-CP, from July 1, 2026, the pension and social insurance allowance levels will be adjusted to increase by an additional 8%.
However, according to the Social Insurance agency, not all retirees from this time will receive the above increase.
Based on Clause 1, Article 2 of Decree 162/2026/ND-CP, from July 1, 2026, the 8% increase is based on the pension level, social insurance allowance and monthly allowance of June 2026.
The Ministry of Home Affairs has also just issued Circular No. 14/2026/TT-BNV detailing the adjustment of pensions, social insurance allowances and monthly allowances from July 1, 2026.
Accordingly, the pension level, social insurance allowance, monthly allowance from July 2026 = Pension level, social insurance allowance, monthly allowance of June 2026 x 1.08.
Based on the above regulations, only those who have received pensions, social insurance allowances and monthly allowances from June 2026 and earlier are adjusted to increase by an additional 8% based on the level received in June 2026.
The most recent pension increase was on July 1, 2024, according to Decree No. 75/2024/ND-CP dated June 30, 2024 of the Government. At that time, the Government decided to adjust an additional 15% increase on the pension, social insurance allowance and monthly allowance of June 2024 from July 1, 2024.
After the above decision, many retirees after July 1, 2024 also wondered about not being adjusted to increase their pension by an additional 15%, which is disadvantageous compared to retirees from June 2024.
At that time, Vietnam Social Security clearly explained: "Decree No. 75/2024/ND-CP stipulates increasing the level of pensions, social insurance allowances and monthly allowances by 15% for subjects receiving pensions, social insurance allowances and monthly allowances before July 1, 2024".
Therefore, according to Vietnam Social Security, cases of retirement after July 1, 2024 are not subject to the adjustment of Decree No. 75/2024/ND-CP, which means they are not allowed to increase by an additional 15%.
According to Vietnam Social Security, currently about 3.4 million people are receiving monthly pensions and social insurance allowances. Of which, more than 11,500 people have a benefit level of 20 million VND per month or more; nearly 418,500 people receive from 10 to under 20 million VND; more than one million people receive from 6 to under 10 million VND and 1.347 million people receive from 3 to under 6 million VND. Nearly 419,400 people have a benefit level of under 2.34 million VND per month.
The most recent pension adjustment was implemented from July 1, 2024 with an increase of 15%. According to the Ministry of Home Affairs, the pension increase has contributed to improving income and supporting retirees in the face of the impact of price fluctuations and living costs.
