Continuing the 46th session, on the morning of June 4, Chairman of the Committee for Science, Technology and Environment (KH,CN&MT) Le Quang Huy presented a report on a number of major issues in explaining, accepting and revising the draft Law on Atomic Energy (amended).

Regarding some opinions that the name of the draft Law is "atomic energy", the content of the draft Law is mainly about "nuclear energy", suggesting considering changing the name of the Law to "Nclear Energy Law".
Regarding this issue, Chairman of the Committee for Science, Technology and Environment Le Quang Huy said that the Standing Committee of the Committee for Science, Technology and Environment has coordinated with the drafting agency and relevant agencies to study, review and request to keep the name as in the draft Law.
According to the Committee for Science, Technology and Technology, nuclear energy includes energy generated from the process of nuclear decomposition and degradation... (nuclear energy) and energy generated from the movement of electrons in the layers of the carbonate, accelerated electrical particles... (non-nuclear energy).
Non-nuclear energy is commonly applied in Vietnam such as medical diagnostic X-rays, industrial X-rays, sample component analysis machines, accelerators. These applications account for a large proportion in practice in Vietnam, and need to be regulated in this Law according to the contents of state management.
Therefore, the name of the Law on Atomic Energy reflects the scientific nature and scope of regulation of the draft Law. In accordance with the institutionalization of the Party and State's guidelines and policies on the development and application of nuclear energy for peaceful purposes, which have been consistently demonstrated in many political and legal documents.
"In addition, the name is also in accordance with international conventions and documents and is inherited from the current Law, which has been unanimously included by the National Assembly in the 2025 law and ordinance making program," said Chairman of the Committee for Science, Technology and Environment Le Quang Huy.
At the meeting on the morning of June 4, Chairman of the Delegation Affairs Committee Nguyen Thanh Hai continued to have concerns about the issue of the name of the draft Law - "Why are there conditions to amend but this time we do not amend it immediately".
Citing reality, Ms. Nguyen Thanh Hai said that in the world today, many countries are using the name "Nclear Energy Law", such as France, Russia, Korea, Japan, Canada, India, Sweden, etc.
"The name of the law is nuclear energy, but most of the things are regulated related to nuclear energy.
A very simple example in medicine is that there is now a nuclear resonance photo instead of electronic resonance. From there, it can be seen that nuclear energy technology is more modern than nuclear energy," said Chairman of the Delegation Affairs Committee Nguyen Thanh Hai.

Regarding the above opinion, on behalf of the drafting agency, Deputy Minister of Science and Technology Le Xuan Dinh said that the drafting agency has studied that some advanced countries currently use the name of the Nuclear Energy Law, but some countries (such as Germany) use the name of Nuclear Energy.
"We will receive your opinions to continue researching," said Deputy Minister of Science and Technology Le Xuan Dinh.
