On the morning of February 19, the National Assembly held a plenary session in the hall and voted to pass the draft Law on Promulgation of Legal Documents (amended) with 459/461 votes in favor.
Presenting to the National Assembly a summary report on the explanation, acceptance and revision of the draft Law, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Law Committee Hoang Thanh Tung said that the National Assembly Standing Committee (NASC) has directed agencies to review and absorb the maximum opinions of National Assembly deputies (NADs) to complete the draft Law in terms of both content and legislative techniques.
After being accepted and revised, the draft Law has 9 chapters and 72 articles, ensuring compliance with and full institutionalization of the innovation orientation, perfecting the law-making process according to Resolution No. 27-NQ/TW of the Party Central Committee, Conclusion No. 119-KL/TW of the Politburo as well as the requirement to innovate the thinking of law-making; ensuring consistency and unity with the content of amendments and supplements to the laws passed by the National Assembly at this Session.

Regarding the proposal of the National Assembly deputies that in the process of developing and promulgating the National Assembly's legal documents, it is necessary to add regulations to further promote the role and responsibility of National Assembly deputies, according to Mr. Tung, the National Assembly Standing Committee found the opinion of National Assembly deputies to be very reasonable, especially in the context of strongly innovating the National Assembly's legislative process in the direction of mainly passing laws and resolutions at a session.
Therefore, taking into account the opinions of National Assembly deputies, the National Assembly Standing Committee has directed the review and maximum supplementation of specific regulations in the draft Law to create conditions for National Assembly deputies and National Assembly delegations to participate early in the process of law making and promulgating through participating in the process of policy making, organizing document drafting; organizing a specialized National Assembly Conference to discuss and give opinions on draft laws and resolutions before the authorities submit the project..., as prescribed in Clause 1, Article 30, Clause 3, Article 33, Clause 1, Article 37, Clause 1, Article 38 of the draft Law.
The Law on Promulgation of Legal Documents (amended) takes effect from April 1, 2025, except for the case specified in Clause 2 of this Article.
