On the morning of February 19, the National Assembly held a plenary session in the hall to vote to approve the Resolution of the National Assembly on piloting a number of specific mechanisms and policies, especially to develop the urban railway network system in Hanoi and Ho Chi Minh City.
With 459/459 votes in favor, the National Assembly officially approved the Resolution of the National Assembly to pilot a number of specific mechanisms and policies, especially to develop the urban railway network system in Hanoi and Ho Chi Minh City.

Before voting to approve, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung presented to the National Assembly a Summary Report explaining, accepting and revising the draft Resolution of the National Assembly to pilot a number of specific mechanisms and policies, especially to develop the urban railway network system in Hanoi and Ho Chi Minh City.
According to Mr. Tung, the urban railway network of the two cities is large in scale and has been invested in for many medium-term public investment plans, so the Government has proposed using local budget sources and additional central budget sources with targets for local budgets, in the process of developing a medium-term public investment plan for the period 2026 - 2030, the period 2031 - 2035.
The Government will base on the ability to balance capital to allocate for urban railway investment projects according to Clause 1, Article 4 of the draft Resolution to ensure macro-balances and public debt safety according to regulations. At the same time, propose specific mechanisms and policies, especially to ensure feasibility in mobilizing resources.
Regarding the adjustment of land use planning and plans, taking into account the opinions of parliamentary delegates, the draft Resolution has been revised in the direction of not stipulating this content in the draft Resolution.
To ensure the progress of these projects and long-term visionary factors of these projects, the draft Resolution stipulates in the direction of assigning the right to the two Cities to "decide" whether or not to conduct architectural exams for urban railway projects.
Accordingly, the City People's Committee will consider and decide to organize architectural competitions for works that need to ensure the preservation and promotion of cultural values and urban landscape, create attraction and increase attractiveness for passengers using urban railways. For urban railway projects that do not conduct architectural design competitions, the cities decide to choose based on some architectural options proposed by consultants.
According to Mr. Tung, on the basis of reviewing the draft Resolution, the Government has proposed to supplement and revise a number of contents: adding Clause 4, Article 4 of the draft Resolution to include: "payment for planning activities related to the project route, location of works on the urban railway line and TOD regional planning" to have a basis for implementing a number of activities before deciding to invest in urban railway projects and urban railway projects according to the TOD model;
Amend the name of the Ministry of Transport to the Ministry of Construction to ensure consistency with the orientation of the State apparatus arrangement;
Review and revise the order and names of projects in the list of projects expected to be attached to the Resolution for suitability.
"The National Assembly Standing Committee finds the Government's proposal well-founded, so it would like to accept and revise the draft Resolution. In addition, the specific comments were fully explained and accepted by the National Assembly Standing Committee in the Report. At the same time, the National Assembly Standing Committee has directed the reception of comments, review, improve and revise the technical documentation of the Resolution accordingly" - Mr. Tung said.
