On the morning of February 19, the National Assembly held a plenary session in the hall to vote to approve the National Assembly Resolution on a number of specific mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project.
Before voting to approve, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy presented to the National Assembly a Summary Report explaining, accepting and revising the draft Resolution of the National Assembly on a number of specific mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project.
According to Mr. Huy, based on the Government's opinions, National Assembly deputies (NADs), National Assembly agencies, and the National Assembly Standing Committee (NASC) have directed relevant agencies to study, absorb, revise, and complete the draft Resolution and have a full Report No. 1197/BC-UBTVQH15 dated February 18, 2025 sent to members of the National Assembly. Mr. Huy also briefly presented a number of major issues in explaining, accepting and revising the draft Resolution.

Regarding mechanisms and policies for Ninh Thuan province (Clause 9, Article 3), according to the report of the drafting agency in the process of implementing investment in the construction of nuclear power plants, Ninh Thuan province has a difficult time attracting investors, while the province has a low starting point, many difficulties, and very limited resources to implement projects serving socio-economic development.
Supporting additional revenue for Ninh Thuan province during this time is extremely necessary to both serve the local socio-economic development and create favorable conditions for infrastructure development to serve the implementation of the project's investment and construction, including compensation, land acquisition, resettlement and social security in the immediate period. Specific, long-term policies will be assigned to the Government and the People's Committee of Ninh Thuan province to study and promulgate or propose promulgation. Therefore, I would like to ask the National Assembly to allow me to revise and supplement regulations on mechanisms and policies for Ninh Thuan province and to implement as prescribed in Clause 9, Article 3 of the draft Resolution.
Accordingly, at points g, h, i, Clause 9, Article 3 of the draft Resolution, the compensation and resettlement support plan when reclaiming land to build the Project is also clearly stated, including:
- Apply compensation and resettlement support policies when reclaiming land to build a Project at the highest level according to regulations multiplied by (x) with 1.5 times;
- Apply compensation, support and resettlement policies when the state reclaims land to implement the Project to people who are using land without a Certificate of land use rights and ownership of assets attached to land and are eligible for a Certificate of land use rights and ownership of assets attached to land as for land users who have a Certificate of land use rights and ownership of assets attached to land;
- Allowing the simultaneous implementation of compensation, support and resettlement work in parallel with the adjustment of the investment project of the project on migration and resettlement.
This Resolution takes effect from the date of approval by the National Assembly.
