Key projects and works are being accelerated.
On September 4, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang chaired the regular meeting of the City People's Committee in September 2026 to consider some contents under the authority of the collective People's Committee of the City.
Reporting on the socio-economic development situation in 8 months of 2026 and key tasks and solutions for the last months of the year, Director of Hanoi Department of Finance Nguyen Ngoc Tu said that, closely following the resolutions of the Central Government, the National Assembly, the Government and the GRDP growth target of 11% or more, the city has focused on drastically and synchronously directing socio-economic development tasks, ensuring national defense and security according to the "6 clear" principle; and at the same time innovating operating methods in the direction of governance with goals, data and results.
One of the outstanding bright spots is budget revenue collection. By the end of August 31, total state budget revenue in the area reached 529,377 billion VND, equal to 81.4% of the estimate and an increase of 10.6% compared to the same period.
According to the report, the implementation of the 2026 public investment plan has had positive changes. As of August 31, Hanoi disbursed 92,592 billion VND.
Key projects and works are being accelerated. The investment project to build Ring Road 4 - Capital Region has handed over nearly 99% of the site, and the parallel road has reached about 85% of the production value.
The Ring Road 2.5 project, Nguyen Trai - Dam Hong section, has completed site handover. The Tran Hung Dao, Hong Ha, and Me So bridges are being deployed in large volumes. The Nhon - Hanoi station urban railway line has completed tunnel drilling with two TBM machines.
The city is also gradually effectively exploiting resources from public assets. To date, a plan to handle 418 redundant facilities after arrangement has been built; and at the same time, continuing to review 784 specialized housing points to convert functions, transfer or exploit according to regulations.
Acceleration phase
Speaking at the meeting, Chairman of Hanoi People's Committee Vu Dai Thang said that over 8 months of 2026, it can be affirmed that socio-economic development tasks, ensuring security and order in the city have achieved many positive results. Many tasks assigned by the Central Government and the City People's Council to the City People's Committee have been completed, including some results achieved with very rapid progress.
Notably, the city has created clear changes in the implementation of a number of large projects and works. Previously, some projects took 5-7 years, even longer, from the investment preparation stage to implementation. With the new approach, some projects have been accelerated in very short time. These are substantial results, creating an important driving force to promote socio-economic development of the Capital.
In the process of performing tasks, many departments, branches, and localities have shown a high sense of responsibility and achieved remarkable results through the monitoring and supervision system of the City People's Committee.
At the department and sector level, we can mention the Department of Education and Training, the Department of Home Affairs; at the commune and ward level, there are Bo De ward, Hong Ha ward and some other localities. The efforts of departments, sectors, and localities have made positive contributions to the overall results of the city.
Chairman Vu Dai Thang emphasized that from now until the end of the year, there are only more than 100 days left. This is a stage when the city must accelerate, because in terms of mechanisms, policies, laws and resources, we basically have enough.
The city has the Capital Law, resolutions of the City People's Council, resources and political and legal bases to organize implementation. Therefore, it is unacceptable to have funds, resolutions, and full legal bases but the implementation is still slow.
In particular, the city has devoted huge resources to science, technology, innovation and digital transformation, including investments that are among the largest in the country. However, the progress of disbursement and realization of these resources is still slow. Such limitations must be overcome in the remaining months of the year.
According to Chairman of Hanoi People's Committee Vu Dai Thang, the city's growth scenario is not an unrealistic goal. This is also the basis for assessing the responsibility of each department, sector, and locality. If any unit does not complete the assigned targets, it is necessary to clarify the causes, responsibilities and output results. The targets are determined on the basis of feasibility, not to put pressure or "puzzle" the units.
