According to Resolution No. 1318/NQ-UBTVQH15 dated December 10, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Ninh Binh province for the period 2023 - 2025, Hoa Lu city was established on the basis of merging the entire Hoa Lu district and the entire Ninh Binh city.
After its establishment, Hoa Lu city had a natural area of 150.24 km2 and a population of 238,209 people. Hoa Lu city had 20 commune-level administrative units, including 12 wards: Bich Dao, Dong Thanh, Nam Binh, Nam Thanh, Ninh Giang, Ninh Khanh, Ninh My, Ninh Phong, Ninh Phuc, Ninh Son, Tan Thanh, Van Giang and 8 communes: Ninh An, Ninh Hai, Ninh Hoa, Ninh Khang, Ninh Nhat, Ninh Tien, Ninh Van, Truong Yen.
Hoa Lu City officially came into operation from January 1, 2025. Up to now (February 13), Hoa Lu City Party Committee has 4 specialized departments and offices including: City Party Committee Organization Committee, City Party Committee Office, City Party Committee Inspection Committee, City Party Committee Propaganda and Mass Mobilization Committee.
The total number of civil servants of the above 4 departments is 52 people, including 21 leaders from deputy department level and above. In particular, there are departments with more leaders than employees, such as the Propaganda and Mass Mobilization Department with 7 employees but 8 department leaders, including 1 department head and 7 deputy department heads; the Organization Department and the Inspection Committee of the Hoa Lu City Party Committee each have 4 leaders and 4 employees.
Similarly, in the specialized departments of the People's Committee of Hoa Lu city, the number of leaders is also greater than the prescribed level. Even the leaders of the People's Committee of the city have up to 6 people including 1 chairman and 5 vice chairmen. The Department of Education and Training of the city alone has up to 9 leaders including 1 head of department and 8 deputy heads of department.
Mr. Bui Thien Thi - Chairman of Hoa Lu City People's Committee said that after its establishment, Hoa Lu City People's Committee has 10 specialized departments, 2 fewer than before, and 7 departments and public service units under the City People's Committee.
"Up to now, the People's Committee of Hoa Lu city has completed the apparatus and leadership positions of 10 specialized departments. These departments also have seals and are operating normally," said Mr. Thi.
Speaking with the reporter of Lao Dong Newspaper, the representative of the Department of Home Affairs of Ninh Binh province said that according to the regulations in Document No. 7968/BNV-CCVC dated December 8, 2024 of the Ministry of Home Affairs on the orientation of developing a plan to arrange and organize cadres, civil servants, public employees and people working under labor contracts when implementing the arrangement of the administrative apparatus, in the immediate future, the number of deputies of the heads of agencies, organizations and units formed after the arrangement may be higher than the regulations, but ministries, branches and localities must develop a plan to reduce the number of deputies according to general regulations within 5 years (from the date the competent authority approves the Project).
"Thus, Hoa Lu city is a unit formed after the reorganization, so the number of deputy levels, including city leaders as well as functional departments and offices of the city may be higher than the regulations. However, within 5 years, the city must develop a plan to reduce the number of levels to the correct level of general regulations" - said a representative of the leader of the Department of Home Affairs of Ninh Binh province.
