On April 8, the Government Office announced that the Government has just issued Decree No. 74/2025/ND-CP amending and supplementing a number of articles of Decree No. 70/2015/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance for the People's Army, the People's Public Security and people working in secret services.
Decree 74/2025/ND-CP amends and supplements Article 2 on " subjects of application" as follows:
First, the health insurance participants under the management of the Ministry of National Defense include: People's Army officers, professional soldiers on active duty; non-commissioned officers, soldiers of the People's Army on active duty, and military students receiving living allowances who are Vietnamese.
Other subjects include students who have been trained as reserve officers for 3 months or more and have not participated in social insurance and health insurance; military students who are foreigners.
Health insurance participants under the management of the Ministry of Public Security include: Officers, non-commissioned officers and officers, non-commissioned officers in technical expertise working in the People's Public Security force; non-commissioned officers, soldiers on duty in the People's Public Security force;
People's police students receiving living allowances are Vietnamese; police students receiving living allowances are foreigners.
People working in the cryptography sector participating in health insurance include: People working in the cryptography sector receiving salaries as for soldiers working at the Government Cipher Committee; cryptographic students receiving living expenses who are Vietnamese;
People working in secretary work receive the same salary as soldiers working in secretary organizations under ministries, branches and localities except the Ministry of National Defense and the Ministry of Public Security; students receiving basic living expenses are foreigners.
The next subject is a permanent militia; Agencies and units under the Ministry of Defense, Ministry of Public Security, Government Cipher Committee; Agencies and organizations involved in the implementation of health insurance for the People's Army, People's Police, people working in cipher and people prescribed at Point c, Clause 4, Article 31 of the Law on Health Insurance.
Decree 74/2025/ND-CP also amends and supplements Clause 1, Article 4 of Decree 70/2015/ND-CP on monthly health insurance payment as follows:
The monthly health insurance premium level is determined according to the percentage of wages as a basis for compulsory social insurance premiums in accordance with the Law on Social Insurance or the reference level in accordance with the Law on Health Insurance:
equal to 4.5% of the monthly salary for the subjects specified in Point a, Clause 1, Point a, Clause 2, Point a and Point c, Clause 3, Article 2 of this Decree;
equal to 4.5% of the reference level for subjects specified in Points b, c and d, Clause 1, Points b, c and d, Clause 2, Points b and d, Clause 3, Clause 4, Article 2 of this Decree;
At 4.5% of the reference level for subjects specified in Point a, Clause 1, Point a, Clause 2, Point a and Point c, Clause 3, Article 2 of this Decree when on sick leave with 14 working days or more in a month or on maternity leave with 14 working days or more in a month as prescribed by the law on social insurance.
