The Government has issued Decree No. 321/2026/ND-CP stipulating the level of benefits, allowances and preferential regimes for people with meritorious services to the revolution.
This Decree stipulates the level of allowances and preferential allowances for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution; preferential regimes for people with meritorious services to the revolution and guarantee regimes for agencies, organizations, and individuals implementing preferential policies for people with meritorious services to the revolution from the regular expenditure estimate of the central budget to implement the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution annually.
Decree No. 321/2026/ND-CP stipulates the support of assistive devices, orthopedic instruments, vehicles, and necessary rehabilitation equipment.
The level of support for purchasing assistive devices, orthopedic instruments, vehicles, and necessary rehabilitation equipment is specified in Appendix V issued together with this Decree.
Support for travel expenses and food expenses for subjects when working as assistive devices, orthopedic instruments (once per year) or going for rehabilitation treatment as prescribed by specialized rehabilitation hospitals or basic hospitals with rehabilitation departments or higher. The support level is 10,000 VND/km/person calculated according to the distance from the place of residence to the nearest medical facility that meets the professional and technical conditions to provide orthopedic instruments, but the maximum is 2,800,000 VND/person/year.
The level of allowance to study at nurseries, independent childcare groups, kindergartens, independent kindergarten classes, kindergartens, independent kindergarten classes (preschool education institutions): 0.4 times the standard/subject/year.
The level of allowance to study at general education institutions, continuing education institutions, vocational education institutions, higher education institutions, specialized schools, classes for people with disabilities and other educational institutions in the national education system (excluding preschool education institutions): 0.8 times the standard/subject/year.
Regarding funeral allowances: the expenditure level is according to the provisions of the social insurance law on funeral allowances.
Martyr worship allowance: 1,600,000 VND/martyr/year.
Expenditure on extra meals on holidays and Tet for wounded soldiers, sick soldiers, people enjoying policies like wounded soldiers, type B wounded soldiers with a body injury rate of 81% or more: expenditure level of 600,000 VND/person/day; the number of days allowed to only eat extra is holidays and Tet according to the provisions of the Labor Code, Resolution of the National Assembly, July 27 and December 22 every year.
Supporting the work of nurturing people with meritorious services at nursing facilities managed by the Ministry of Home Affairs to ensure costs of electricity, domestic water or buying gasoline and oil to run generators, water purifiers, environmental sanitation, electricity and water repairs, hiring labor, services, office supplies, communications and other expenses. The maximum support level for nursing work is 11,000,000 VND/subject/year.
