The Prime Minister has just issued Decision No. 1471/QD-TTg dated July 31, 2026, promulgating the Plan to implement the Project to organize activities towards the 80th Anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2027).
The goal of the plan is to ensure that 100% of martyrs' memorial works in localities across the country are upgraded, repaired, and renovated; encourage each province and city to have 1 temple for martyrs and people with meritorious services to the country; complete the goal of "Operation 500 days and nights to promote the search, repatriation and identification of martyrs' remains".
Upgrade, repair, and renovate 100% of centers for nurturing and nursing people with meritorious services nationwide, ensuring better conditions for care, nursing, and functional rehabilitation, in accordance with new requirements;
Complete 100% of new construction and repair of houses for children of resistance war activists infected with toxic chemicals who have housing difficulties; coordinate with businesses, organizations, and individuals to support the giving of gifts (in houses or in cash) to 100% of Vietnamese Heroic Mothers and wounded soldiers and sick soldiers with a disability rate of 81% or more.
According to the plan, ministries, ministerial-level agencies, agencies under the Government, and People's Committees of provinces and cities focus on leading, directing, and effectively organizing the implementation of the following tasks and solutions:
Strengthen propaganda and education, raise awareness and responsibility of cadres, party members and the whole society about the work of people with meritorious services to the revolution; organize a widespread political activity from the Central to grassroots levels on the occasion of the 80th Anniversary of War Invalids and Martyrs' Day with the theme "80th Anniversary of War Invalids and Martyrs' Day - Strengthening trust - Arousing aspirations for national development".
Improving institutions and policies to favor people with meritorious services to the revolution: Adjusting and supplementing policies for people with meritorious services to the revolution and effectively implementing policies according to the Conclusions of the General Secretary, the President and the Secretariat of the Party Central Committee after the National Assembly Standing Committee issued the Ordinance amending and supplementing the Ordinance on Preferential Treatment of People with Meritorious Services to the Revolution;
Submit to the Government for promulgation decrees guiding the implementation, including increasing the level of allowances and preferential allowances for people with meritorious services, especially seriously wounded soldiers; improve policies on care, nurturing, and learning support for children of martyrs.
Organize a general review and assessment of the current situation, repair, renovate, embellish, and upgrade the entire system of martyrs' cemeteries, martyrs' temples, martyrs' memorials, steles bearing the names of martyrs and other martyrs' memorial works nationwide, encouraging each province and city to have 1 martyr and people with meritorious services to the country.
Review, comprehensively evaluate and upgrade, repair, and renovate 100% of centers for nurturing and nursing people with meritorious services to the revolution nationwide, ensuring better conditions for care, nursing, and functional rehabilitation.
Continue to review and support the new construction and repair of houses for relatives of martyrs and people with meritorious services, including completing 100% of housing support for children of resistance activists infected with chemical toxins living in temporary and dilapidated houses.
Focus on drastically deploying the 500-day and night campaign to promote the search, repatriation and identification of martyrs' remains, ensuring the completion of the goals: searching for and repatriating about 7,000 martyrs' remains; DNA testing of about 18,000 samples; completing and operating the gene database of martyr relatives; completing the clearance of bombs, mines, and explosives in key areas and core areas.
Organize activities to celebrate the 80th anniversary of War Invalids and Martyrs' Day to ensure solemnity, practicality, thrift, efficiency, suitability to practical conditions, avoid formality, ostentation, wastefulness, associated with direct care for the lives of people with meritorious services.
