Accordingly, Decree No. 103/2025/ND-CP refers to the hiring and payment of leading experts and scientists, general engineer projects as follows:
Legal representatives of core defense industry facilities and core security industry facilities are hired with experts, leading scientists, and general engineers in the following forms:
Labor contract; Contract or consulting cooperation.
Legal representatives of core defense industry establishments and core security industry establishments are hired and decide on the level of salary payment, bonuses, benefits, contract value based on the job requirements, capacity, and contributions of leading experts and scientists, the total monk's work is consistent with the salary level according to the corresponding industry, profession, and field of work in the market and is determined to be a reasonable and valid cost in the following manner:
Experts, leading scientists, and general engineers are hired under the form of Labor Contracts, so salaries, bonuses, and benefits are accounted for in costs and are included in product costs. These expenses are added to the enterprise's salary fund according to the provisions of the law on labor and salary management;
Experts, leading scientists, and general engineers hired under the form of Leasing or consulting cooperation, the contract value is determined to be a reasonable and valid cost and included in the product cost;
In case of using the State budget, the salary level does not exceed the salary level prescribed in this Decree.
The above policies take effect from July 1, 2025.
