In 2026, the level of benefits, allowances and preferential regimes for people with meritorious services to the revolution will be implemented according to Decree 77/2024/ND-CP. Accordingly, the standard level for calculating the above regime is 2,789,000 VND.
Based on the above standard, Decree 77/2024/ND-CP calculates the level of monthly allowances and preferential allowances for people with meritorious services and their relatives, as stipulated in Appendix I.
According to this appendix, the highest benefit level in 2026 is for 2 groups of subjects: seriously wounded soldiers and Vietnamese Heroic Mothers.
The monthly allowance for Vietnamese Heroic Mothers is 8,367,000 VND/month and the monthly allowance is 2,337,000 VND/month, totaling 10,704,000 VND.
If the Vietnamese Heroic Mother lives in the family, the person serving the mother is also entitled to a subsidy of 2,789,000 VND/month. Thus, the total regime for the Vietnamese Heroic Mother living in the family and the person serving is 13,493,000 VND.
Monthly allowances for wounded soldiers are calculated according to the rate of physical injury (from 21% to 100%).
For wounded soldiers with a body injury rate of 81%, they are entitled to a monthly allowance of 7,240,000 VND; injuries up to 100%, they are entitled to a monthly allowance of 8,941,000 VND.
Injured soldiers with a body injury rate of 81% or more are still entitled to a monthly preferential allowance of 1,399,000 VND; if they are in their families, there is an additional monthly preferential allowance for service providers of 2,789,000 VND.
Injured soldiers with a body injury rate of 81% or more with particularly severe injuries are entitled to a monthly preferential allowance of 2,867,000 VND; if they are in a family, there is an additional monthly preferential allowance for the service provider of 3,582,000 VND.
For relatives, if they are relatives of a martyr, they will receive 2,789,000 VND/month. Relatives of two martyrs are 5,578,000 VND and relatives of three or more martyrs are 8,367,000 VND.
For Heroes of the People's Armed Forces and Labor Heroes during the resistance period, the monthly preferential allowance level is set at 2,337,000 VND.
According to the Department of People with Meritorious Services (Ministry of Home Affairs), in the past 20 years, with 15 adjustments, the standard level of preferential allowances for people with meritorious services has always been increased higher than the basic salary of cadres, civil servants, public employees, and people's armed forces.
