According to the roadmap for operating the two-level government model of Quang Ninh, on June 15, 2025, a trial operation of the two-level government model will be conducted.
According to the Secretary of the Quang Ninh Provincial Party Committee, starting from this time, Quang Ninh will implement the processes and operating mechanisms according to the new model in a trial and trial manner, with supervision and evaluation but has not yet implemented the changes officially.
The purpose of this pilot phase is to check and review the entire operating system, detect problems and inadequacies (if any) when removing the district level, thereby promptly rectify and overcome them before officially converting. During the trial operation period (June 15 to June 30), localities are requested to strictly follow the province's instructions and promptly report any arising issues. Each department and branch will have specific testing scenarios for their field.
After officially operating the 2-level local government nationwide from July 1, 2025, in the first days of July, Quang Ninh plans to organize meetings of the People's Council at the commune level (first session) at new administrative units to perfect the position and issue important resolutions to serve the operation of the new model. At the same time, the province will also organize a launching ceremony for the two-level government model (expected to be associated with the pilot summary conference) to mark the official transition milestone.
Tomorrow (September 9), the Standing Committee of the Quang Ninh Provincial Party Committee will consider and decide on the plan to arrange personnel in new communes, wards and special zones after the arrangement.
