The National Assembly has passed the Law on Artificial Intelligence, which takes effect from March 1, 2026.
This Law stipulates the research, development, provision, deployment and use of artificial intelligence systems; rights and obligations of relevant organizations and individuals and state management of artificial intelligence activities in Vietnam.
Artificial intelligence activities only serve national defense and security purposes, and are not within the scope of regulation of this Law.
The basic principle in artificial intelligence activities is to put people at the center; ensure human rights, privacy, national interests, public interests and national security; and comply with the Constitution and laws.
Artificial intelligence serves humans, does not replace human authority and responsibility. Ensuring the maintenance of human control and intervention capability over all decisions and actions of the artificial intelligence system; system safety, data security and information security; the ability to inspect and monitor the development and operation of the artificial intelligence system.
Ensuring fairness, transparency, no bias, no discrimination and no harm to people or society; complying with Vietnamese ethical standards and cultural values; fulfilling accountability for decisions and consequences of the artificial intelligence system...
The Law on Artificial Intelligence also stipulates prohibited acts. Typically, it prohibits the abuse and appropriation of artificial intelligence systems to commit illegal acts, infringing upon the legitimate rights and interests of organizations and individuals.
It is strictly forbidden to develop, provide, deploy or use artificial intelligence systems for purposes such as using fake elements or simulating real people and events to deceive or manipulate people's perceptions and behaviors in a deliberate and systematic manner, causing serious damage to the legitimate rights and interests of people.
Taking advantage of the weaknesses of vulnerable groups, including children, the elderly, people with disabilities, ethnic minorities or people with reduced civil conduct capacity, people with limited civil conduct capacity, people with difficulties in perception and control of behavior to harm themselves or others.
At the same time, prohibit the creation or dissemination of fake content that may seriously harm national security, order, and social safety.
The law also strictly prohibits the collection, processing or use of data for the development, training, testing or operation of artificial intelligence systems contrary to the provisions of law on data, protection of personal data, intellectual property and network security.
