Comrade Lai Xuan Mon: The 14th Congress of the Communist Party of Vietnam marks an important turning point, not only summarizing a term, a development journey but also establishing a strategic vision, orienting the country's path forward in the new era, the era of the Vietnamese nation's rise, towards realizing development goals to 2030 and 2045. Therefore, information and propaganda work about Party congresses at all levels and the 14th Party Congress is identified as a particularly important political task, in which the press is the main force. The Central Propaganda and Mass Mobilization Committee has focused on leading, directing, guiding, and orienting press agencies to focus on information and propaganda about Party congresses at all levels and the 14th Party Congress right from the beginning of 2025.
We acknowledge the outstanding efforts and very important contributions of the press in propagating Party congresses at all levels and the preparation for the 14th Party Congress. The press soon proactively deployed synchronously, effectively, and closely coordinated in information and propaganda to create a positive and widespread political atmosphere, highlighting the spirit of solidarity, democracy, wisdom, and innovation; providing timely, accurate, effective, and correct information, making an important contribution to shaping social awareness about the 14th Party Congress, about the outstanding results after 40 years of renovation, of the 13th Party Congress term, especially the Party's historical strategic guidelines and policies from August 2025 to now.
Through propaganda, the press has helped people clearly see the receptiveness, responsibility, wisdom, democracy, and comprehensive diligence in preparing documents and personnel of Party committees at all levels; affirming the role of "three-legged shoe": verifying - clarifying - orienting public opinion, resolutely fighting against false and toxic information, thereby contributing to maintaining political and ideological stability, maintaining the ideological posture, strengthening the trust of cadres, party members and people in the Party, State and regime. From there, creating a widespread political activity in the entire Party, people, and army; creating motivation, trust, and determination to successfully implement the Resolution of the 13th Party Congress and best prepare for the success of the 14th National Party Congress.
In just the past 3 months, there have been tens of thousands of news, articles, and programs of the 14th Congress and Party congresses at all levels. The Vietnamese revolutionary press system has promoted its key, core, and offensive role, truly being the voice of the Party, State and the trusted forum of the People. Key political press agencies such as: Nhan Dan Newspaper, Vietnam News Agency, Vietnam Television, Voice of Vietnam, People's Army, People's Police; press agencies of ministries, central and local departments and agencies have developed methodical deployment plans, diverse and attractive information. This shows that the press has truly mastered the information "front", contributing to encouraging and motivating the entire Party, people, and army to promote patriotism, the strength of great unity, and determination to successfully implement the strategic goals set out by the 13th Congress.
In parallel with that, the organization of the Press Center to serve the 14th Party Congress is not only aimed at ensuring accurate, timely, and complete information for the press, but also demonstrates the spirit of publicity, transparency, proactive integration, strengthening dialogue and spreading the image of peaceful, stable, innovative, and developing Vietnam to the people in the country, our compatriots abroad and international friends.
In the context of rapidly developing cyberspace, containing many complex factors, the press affirms its role in orienting public opinion, promptly fighting and refuting false and toxic information, contributing to maintaining political and ideological stability, and consolidating people's trust in the Party. Each news item and each journalistic product in this period both carries information value and contributes to forming the spirit and general atmosphere of society before the 14th Party Congress.
A new point that is of particular concern to public opinion and the press is the spirit of proactiveness and openness in providing information about the 14th National Congress to domestic and international reporters. Can you tell us the specific requirements for the press in information and propaganda work about the 14th National Congress of the Party?
Comrade Lai Xuan Mon: The consistent spirit in the propaganda work of the 14th Congress is to proactively provide information, not to be passive or surprised, ensuring that information about the Congress is conveyed in the right direction, promptly, accurately, fully and convincingly. Because in the current multi-dimensional communication environment, if you do not proactively provide information, do not master the "ground" of information, it is very easy to fall into a passive position.
Over the past time, the Central Propaganda and Mass Mobilization Committee has closely coordinated with the Ministry of Culture, Sports and Tourism, the Vietnam Journalists Association and related agencies to lead, direct, and orient press agencies to focus on propaganda about Party congresses at all levels and the 14th Party Congress. Press agencies have invested resources, organized methodical and scientific implementation, creating a great spread in society.
To ensure that information is conveyed promptly, accurately, and fully, press agencies have opened special pages and columns, increased frequency, increased quality, accelerated, and comprehensively innovated the content and form of information. The propaganda content is comprehensive, correct, accurate, and timely, creating highlights and special impressions about the 14th Party Congress; ensuring the correct direction and orientation of the Party, not allowing errors to occur, maintaining the principle: accuracy - unity - standards - persuasiveness; information in the press must be the main information flow guiding and orienting public opinion and in cyberspace; proactively, not avoiding the struggle and rebuttal of bad and toxic information in cyberspace.
Specifically, press agencies must focus on information and propaganda to highlight the political, historical, and strategic stature of the 14th Congress; highlight the Party's Vision - Achievements of the Country - National Aspirations - Determination to innovate and rectify the Party. The press must not only report but also ignite faith, transmit momentum, and spread positive energy to the entire Party, army and people.
Personnel and documents preparation must be informed in the direction of: publicity - transparency - tightness - democracy - science. Propaganda content must help people understand that personnel work is prepared methodically, scientifically, and in accordance with regulations; the person introduced is truly typical in terms of intellect, capacity, qualities and prestige. Congress documents are prepared meticulously, thoroughly, deeply, closely following the actual situation and highly action-oriented. This is "key" information, the press must be a pioneer, not letting hostile forces take advantage of distorting, distorting, causing agitation, suspicion among cadres, party members and people.
Information in the press depicts a strong impression of the results, achievements, and efforts of the entire Party, people, and army in the 40 years of Doi Moi, especially the achievements of the 13th Party Congress term, firmly consolidating the people's belief in the future of the country.
Press agencies need to proactively and resolutely fight against bad and toxic information, false and hostile arguments with sharp reasoning and convincing evidence. The press must master cyberspace, play a leading and dominant role, not chase after social networks.
In terms of form, it is necessary to seriously invest in communication technology to create quality digital press products. The 14th Party Congress must have different, accurate, convincing, attractive, and highly spreading communication products; build digital content packages to propagate about the 14th Party Congress. Promote the development, posting, and broadcasting of short clips, reports, livestreams, and online seminars on digital platforms to reach the young generation - the core force spreading positive information.

Each article, each news item, each media product at this time needs to contribute to shaping the political atmosphere of the whole country, consolidating the people's trust and spreading the aspiration of the country to rise up. The press must be the force that creates a positive information flow in the media space.
Each press agency, each journalist needs to deeply understand that propaganda about the 14th Party Congress on the international stage is not only about conveying information about a political event but also an opportunity for Vietnam to convey a message about a Vietnam that is constantly innovating and creating; a Vietnam that is united, dynamic, integrated, self-reliant, confident, self-reliant, and self-strengthening; striving and determined to overcome difficulties to become a bright spot in socio-economic development.
