On the morning of July 9, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh - Head of the Steering Committee for key projects and important national projects in the railway sector - chaired an online conference of the 3rd meeting of the Steering Committee.
Concluding the meeting, the Prime Minister reminded that the Steering Committee should direct, urge, and unify policies, while ministries, branches, and localities, based on their functions, expertise, and authority, issue decisions specifically according to the law to ensure progress, efficiency, and closeness to the situation; issues beyond their authority, and report to competent authorities for consideration.
In particular, Hanoi and Ho Chi Minh City will implement projects according to the Resolution of the National Assembly on special mechanisms, especially for the two localities; if there are problems beyond their authority, they will report to the Government for consideration.
The Prime Minister emphasized that railway projects contribute to creating new development space; facilitating the transportation of goods, reducing input costs, reducing cost of goods; contributing to the modernization of the country; contributing to economic growth, creating jobs, livelihoods for people...
Therefore, it is necessary to make efforts to implement and ensure the set goals, fight against negativity, waste, corruption, and group interests; deploy many tasks at the same time but in order of priority.
In which, the Prime Minister pointed out that the Ministry of Construction will take the lead in developing relevant technical standards and regulations before July 20, 2025; the Ministry of Science and Technology will complete the appraisal and announcement of standards and regulations before August 10, 2025, under the direction of Deputy Prime Minister Nguyen Chi Dung.
On that basis, under the direction of Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister Ho Duc Phoc, the agencies proposed investment methods for projects according to the provisions of current law.

Regarding site clearance, the Prime Minister pointed out that it has been separated from investment projects and assigned to provinces and cities.
In the spirit of proactiveness, positivity and efficiency, localities, especially leaders, must proactively deploy, direct communes and wards and mobilize the entire political system to participate in the implementation; agencies must promptly hand over the route taking into account development so that units can implement the next steps.
Emphasizing the need to proactively conduct geological surveys, build route directions, and not expect, the Prime Minister directed the organization to simultaneously deploy site clearance for the Lao Cai - Hanoi - Hai Phong standard railway and the North - South high-speed railway project on the occasion of August 19, 2025 to be completed by the end of 2026 at the latest.
The Prime Minister assigned the Ministry of Foreign Affairs to promote an early meeting of the Vietnam-China Intergovernmental Committee on railway projects connecting under the direction of senior leaders of the two countries.
The Prime Minister also assigned ministries and branches to proactively plan and mobilize financial resources for projects; Requesting ministries, branches and members of the Steering Committee to review and report to competent authorities for consideration if there are still difficulties and problems in the institutions.
In which, Deputy Prime Minister Bui Thanh Son was assigned to direct the removal of obstacles related to ODA capital regulations, ensuring that the regulations must be clear, and post-inspections must be conducted instead of pre-inspections as at present.
