Urgently propose a staffing plan for the education sector
The Party Central Committee Office has just announced the conclusion of General Secretary and President To Lam at the working session on the preparation for the 2026-2027 school year and the implementation situation of Resolution No. 71-NQ/TW, dated August 22, 2025 of the Politburo on breakthroughs in education and training (GDĐT).
To make the new 2026-2027 school year truly a testament to the capacity to implement Resolution No. 71, the General Secretary and President assigned the Central Organization Committee to coordinate with the Ministry of Home Affairs, the Ministry of Education and Training and localities to urgently propose staffing plans, staff management, regimes, and policies for the education and training sector; flexibly mobilize personnel, end the situation of local surplus and shortage, and ensure the principle of "where there are students, there are teachers".
The direction given by the General Secretary and President is to study the conversion of the mechanism of assigning "hard" targets and staffing for each school to apply flexible staffing, allowing teacher rotation between schools in the same area.
The Ministry of Home Affairs has the task of presiding over and coordinating with the Ministry of Education and Training to study the decentralization of total staff assignment to localities to be autonomous in recruiting and using based on actual student/class norms; coordinate with localities to urgently review the current situation of the state management civil servant team for education and training at the commune level and propose handling plans (completed in the third quarter).
The Government Party Committee directs the Ministry of Education and Training to take the lead in amending and completing regulations, criteria, and standards for recognizing national standard schools; study mechanisms to allow piloting many management models for public and private schools in the same area; study transferring and reducing staff for "education management", increasing staff for "direct teaching"; depending on specific conditions, schools with many school sites can be organized," the General Secretary and President assigned the task.
The Government Party Committee directs the Ministry of Finance to issue mechanisms, policies, and guidelines for converting the function of redundant public buildings and headquarters of state agencies into educational institutions and medical facilities; not to allow waste and degradation of works and headquarters after arrangement while lacking places for entertainment, study, and medical examination and treatment.
The General Secretary and President requested the Ministry of Education and Training to coordinate with relevant agencies to complete the dossier and report to competent authorities for comments on the salary policy reform project, and soon rank teachers' salaries at the highest level in the career salary scale.
Strictly handle the situation of forcing extra classes, suggesting extra classes
The Ministry of Education and Training presides over and coordinates with localities and relevant agencies to resolve the situation of school violence, focusing on educating national history, ethics, and healthy lifestyles for students, considering this as the key task of the 2026-2027 school year.
Another important note for the Ministry of Education and Training and the People's Committees of provinces and cities is to control tuition fees, rectify negative phenomena in tutoring, extra classes and achievement disease; publicize revenues and expenditures in schools, not abuse socialization of education to increase parents' contributions or replace the budget that must be ensured.
The General Secretary and President directed to strictly handle the situation of forcing extra classes, suggesting extra classes, putting pressure on students and parents; improve the quality of official school hours, reduce exam pressure, and ensure transparency in enrollment.
Orienting the development of education and training in the coming time, the General Secretary and President requested a strong shift from the thinking of "education management" to "education development management", education must go one step ahead in preparing high-quality human resources, professionally skilled human resources, scientific and technological human resources, innovation, digital transformation, artificial intelligence and strategic industries of the country.
The General Secretary and President directed the Ministry of Education and Training to review outdated regulations and norms, cut administrative procedures, and report forms so that teachers have more time for expertise and focus on students.
