The Ministry of Education and Training is developing and finalizing a draft Decree regulating salary policies, allowances, support and attraction regimes for teachers to ensure synchronous effectiveness when the Law on Teachers takes effect from January 2026 (hereinafter referred to as the draft salary policy for teachers).
From 2026, vocational preferential allowances for high school teachers will be adjusted to many different levels, based on teaching conditions and working areas. This is one of the important new points in Article 8 of the draft Decree regulating salary policies, allowances, support and attraction regimes for teachers.
According to the draft, the preferential allowance for high school teachers is specifically regulated as follows:
The 30% rate applies to teachers who are teaching in high schools.
The 35% rate applies to high school teachers working in schools in communes in regions I and II of ethnic minority and mountainous areas; island communes, islands, border communes, and safe-haven communes as prescribed by the Government.
The 70% rate applies to teachers teaching in specialized high schools.
The division of allowances at different levels aims to encourage and motivate teachers to work with peace of mind, especially in areas with difficult socio-economic conditions. At the same time, this policy also contributes to attracting good teachers to teach at specialized schools, where talent is trained for the country.
If approved, the new regulations on vocational allowances will contribute to significantly improving the income of high school teachers, ensuring fairness and encouraging long-term contributions to the education sector.
