People after drug detoxification can borrow up to 200 million VND

The Government stipulates that people after drug detoxification are allowed to borrow capital for production, business, and job creation, with a maximum loan amount of 200 million VND.

Deputy Prime Minister Ho Duc Phoc has just signed Decision No. 08/2026/QD-TTg on credit for people after drug detoxification.

According to the decision, the borrowers include:

People after drug detoxification from 12 years of age or older who have completed voluntary drug detoxification, compulsory drug detoxification or have completed treatment for opioid addiction with substitute drugs as prescribed (people after drug detoxification).

People after drug detoxification are allowed to borrow capital from the Vietnam Bank for Social Policies to participate in vocational training at the elementary level, training for less than 3 months.

Workers who are people after drug detoxification are allowed to borrow capital from the Social Policy Bank for production, business, and job creation; production and business establishments include small and medium-sized enterprises, cooperatives, cooperative unions, cooperative groups, business households (production and business establishments) that use workers who are people after drug detoxification.

According to the decision, to be eligible for loans, people after drug detoxification must meet the following conditions:

Having a need to borrow capital and being named in the list of people after drug detoxification with a period from the date of issuance of the decision on management after drug detoxification at the place of residence to the time of borrowing capital not exceeding 10 years, well complying with the provisions of law, established by the commune-level police and certified by the commune-level People's Committee according to the Form attached to this Decision.

In case a person after drug detoxification borrows capital to participate in vocational training at the elementary level, training for less than 3 months, they must belong to the case where there is no outstanding debt for other credit programs with the same purpose of vocational training at the elementary level, training for less than 3 months, with a confirmation from a vocational training institution as prescribed in Decision No. 157/2007/QD-TTg on credit for students and amended, supplemented, and replacement documents (if any).

For loans to participate in vocational training at the elementary level, training under 3 months, the Decision stipulates a maximum loan level equal to the loan level specified in Decision No. 157/2007/QD-TTg on credit for students and amended, supplemented, and replaced documents (if any) after excluding vocational training support (if any) as confirmed by the training institution (the current maximum loan level applied is 4 million VND/month/person after drug detoxification).

For loans for production, business, and job creation, the maximum loan amount is 200 million VND/person after drug detoxification.

In case people after drug detoxification have outstanding loans from loan programs to support job creation, maintain, and expand jobs or other personal loan programs for production, business, and job creation purposes at the Vietnam Bank for Social Policies, the total outstanding loan balance of the loan program for people after drug detoxification and programs for production, business, and job creation purposes does not exceed the maximum loan level of 200 million VND/person after drug detoxification.

For production and business establishments, the maximum loan amount is 2 billion VND/production and business establishment and no more than 200 million VND/employee at the production and business establishment.

This decision takes effect from May 1, 2026.
