On October 9, Politburo member and Prime Minister Pham Minh Chinh chaired a national online conference to deploy the National Target Program on Drug Prevention and Control until 2030.
In his concluding remarks, the Prime Minister said that in order to build a drug-free province and city, there must be a drug-free commune, ward, and special zone.
The head of the Government emphasized the requirement to declare a non-compromising fight against drug crimes, creating a movement and trend for the entire people, to gradually prevent, repel, and neutralize drug crimes in a sustainable way.
For Vietnam, in recent times, due to the direct impact of the drug situation in the world (especially the "Golden Triangle" area), the crime and drug abuse situation continues to develop very complicatedly; methods and tricks are increasingly sophisticated, Vietnam is facing the risk of becoming an area for international drug production, storage and transportation and increasing domestic consumption.
The amount of money spent on drug use is estimated at about 11,000 billion VND per year. Every year, the State has to invest a huge amount of money in drug rehabilitation, rehabilitation, management of drug addicts, illegal drug users and management of people after drug rehabilitation...

The Prime Minister requested heads of Party committees, authorities, agencies and organizations to directly lead, direct, strengthen inspection, examination, supervision, strictly handle violations in drug prevention and control work in general and implement the program, not to "cast" or "cast white" subjects in the implementation organization.
The Prime Minister requested the Ministry of Public Security to preside over and coordinate with ministries and branches to inspect, urge, evaluate the participation and responsibility of ministries, branches, and leaders of People's Committees at all levels, and report to the Prime Minister for consideration and handling of cases of lack of responsibility in this especially important work.
The Ministry of Public Security focuses on directing efforts to strive to achieve the target of 20% of communes, wards and special zones being "no drugs" in 2025 and by the end of 2030, at least 50% of commune-level administrative units nationwide will be "no drugs", 15-20% of provinces and cities will be drug-free.
Regarding demand reduction, reviewing and fully detecting drug addicts and illegal drug users to take measures to manage, handle, and strictly manage conditional business establishments, not to form drug use points; building a drug-free school model, drug-free neighborhoods.
The Ministry of Education and Training shall preside over and coordinate with the Ministry of Public Security to guide localities to implement it in the 2025-2026 school year.
Regarding supply, specialized forces continue to resolutely fight, dismantle, and eliminate drug trafficking and transportation rings from abroad into Vietnam, cutting off the "demand-demand" relationship.
Regarding drug rehabilitation, the Prime Minister directed localities to focus on investing in drug rehabilitation facilities, not leaving drug addicts without a place to retire (to be completed in 2 years 2026-2027).
Synchronously implement vocational training solutions, preferential credit policies, loans, participate in social work, support people after retirement.
The Ministry of Public Security coordinates with the State Bank and relevant ministries and branches to urgently advise the Government and the Prime Minister to issue documents regulating the credit mechanism for people after drug addiction treatment (assigned in November 2025).
