According to the summary of opinions, reception, explanation of comments and social criticisms on the draft Law amending and supplementing a number of articles of the Law on Social Insurance (BHXH) No. 41/2024/QH15, the delegation of National Assembly deputies of Lam Dong province said that the draft Law stipulates that localities shall base on their budget balancing capacity and actual conditions to further support voluntary social insurance contributions, support social pension beneficiaries; and at the same time stipulate a mechanism to mobilize legal social resources to participate in the implementation of social security policies.
This regulation is consistent with the requirement to expand the coverage of social insurance and strengthen the responsibility of localities in implementing social security policies.
The draft Law stipulates that localities, based on their budget balancing capacity and actual conditions, should provide additional support for voluntary social insurance contributions and support for social pension beneficiaries; and at the same time, stipulate a mechanism to mobilize legal social resources to participate in the implementation of social security policies.
This regulation is consistent with the requirement to expand the coverage of social insurance and strengthen the responsibility of localities in implementing social security policies.
The expansion of voluntary social insurance subjects still depends heavily on income conditions, awareness and participation ability of people. For people aged 45 and over who participate in voluntary social insurance for the first time, the remaining time to accumulate enough conditions to receive pensions is not much, if the support level is low, it will be difficult to create motivation to participate.
The delegation of National Assembly deputies of Lam Dong province proposed to study regulations on the level of support for people participating in voluntary social insurance for the first time from 45 years old or older, and may consider higher levels of support than the normal group of subjects to ensure participation capacity.
This contributes to ensuring sustainable social security and reducing pressure on social pension policies in the future.
At the same time, it is necessary to clearly stipulate the principles, conditions and authority to provide additional support from the local budget; a mechanism to mobilize legal social resources so that localities have a basis for implementation.
Responding to this content, the Ministry of Home Affairs did not accept the opinions, because the regulation of support groups is assigned to the Government to regulate.
