On the morning of November 20, participating in the discussion at the hall about the Law on Teachers, delegate Nguyen Thi Viet Nga (Hai Duong Delegation) said that the draft stipulates things that teachers cannot do, including not to disclose information during the process of inspection, examination, and handling of violations by teachers without an official conclusion from the competent authority, or to spread unofficial information about teachers.
Delegates agreed on the regulation that unofficial information about teachers must not be spread or disseminated, negatively affecting the honor and dignity of teachers.
However, according to delegates, it is necessary to review the regulation on not disclosing information during the inspection, examination, and handling of violations by teachers.
Because according to the delegate, the activities of teachers are not a state secret. Teachers, like all citizens in all other fields of society, must comply with legal regulations during their activities and be subject to supervision by the people, parents and students regarding their activities.
“If teachers commit violations, people have the right to report them, and during the inspection and examination process, the press has the right to report the news, which is also a form of publicity to the public. If the regulations are in accordance with the draft law, it is not in accordance with the provisions of the law and can easily cause conflicting public opinions,” the delegate stated.
Similarly, regarding the regulations on disciplinary action against teachers, delegates agreed that the process of considering disciplinary action against teachers must ensure humanity.
However, delegates said that the regulation that the process of considering and disciplining teachers must preserve the image and reputation of teachers is really unreasonable.
“Teachers, like other citizens, have the responsibility to comply with all legal regulations, and when they violate, meaning not complying with regulations and standards, they will be subject to disciplinary action.
But the disciplinary process must preserve the image and reputation of the violator. While committing the violation, the individual did not have the awareness to preserve his or her own image and reputation as a teacher, so it is difficult to implement this regulation," the delegate analyzed.
Meanwhile, delegate Nguyen Thi Thu Dung (Thai Binh Delegation) suggested that there should be a preliminary selection for the teaching profession, in which the most important thing is that teachers' language must be clear, without stuttering or lisping.
“I am also a teacher, but in the industry, there are still many teachers who are not up to standard in language, which greatly affects students, especially from kindergarten to primary school, which is in the process of forming language standards,” the delegate commented.
