On the morning of November 20, the National Assembly discussed the Law on Teachers in the hall. Participating in the discussion, delegate Nguyen Van Canh (Binh Dinh Delegation) said that the law stipulates that teachers are protected, respected, and honored by society, but according to the delegate, what teachers want more is to always be respected by students and parents.

Delegates proposed that when teachers are awarded the title of People's Teacher or Excellent Teacher, they should also be honored at their place of residence.

"This is both a motivation for teachers and also for teachers to maintain the image of a teacher in accordance with their title" - the delegate said.

According to the delegate, in the past, there were almost no cases of parents assaulting teachers or students insulting teachers. Recently, these incidents have occurred occasionally, affecting the image of teachers and the tradition of respecting teachers.

"Therefore, it is recommended that when teachers exceed the allowed limits, parents and students should not resolve conflicts directly with teachers, but must go through the school, parent representatives, and state agencies," the delegate said.

In addition, among the things that teachers are not allowed to do, delegates proposed adding that teachers are not allowed to impart knowledge that they do not fully understand.

To prevent teachers from violating this error, delegates proposed adding a regulation: Teachers are allowed to refuse to teach content that they have not been trained and educated in accordance with regulations.

Meanwhile, delegate Tran Van Tien (Vinh Phuc Delegation) said: "Why is there a chapter on Teachers in the Education Law, and now there is a Law on Teachers? So what is special about teachers? It is necessary to clarify. Is it necessary to promulgate a Law on Physicians in the near future?"

Delegates also raised the question of whether teachers in non-public institutions are entitled to the support policy in Article 28. If so, who will pay? If teachers in non-public institutions are not supported, it will create inequality in society.

Delegates agreed with the proposal that preschool teachers should be allowed to retire 5 years early without having their pension benefits deducted. However, they said that it is necessary to add a regulation that in this case, 25 years of social insurance contributions are required.

Currently, according to the provisions of the Social Insurance Law 2014, employees who reach retirement age as prescribed in Clause 2, Article 169 of the Labor Code 2019, when leaving work and have paid compulsory social insurance for 20 years or more, are entitled to receive a pension.

According to the Social Insurance Law 2024 (effective from July 1, 2025), employees who are of retirement age and have paid compulsory social insurance for 15 years or more when they retire will be entitled to a pension.

Regarding this content, delegate To Van Tam (Kon Tum Delegation) said that this is a regulation that is suitable for reality, ensures humanity, and meets the wishes of preschool teachers.

However, the delegate said that in order for this regulation to be highly feasible, it is necessary to add a suitable mechanism to ensure the contribution-receipt principle. The delegate suggested that the State budget could compensate, or there could be another mechanism.

The delegate also said that, in addition to preschool teachers, even primary school teachers want to retire early.
