The National Assembly has passed the Law on Artificial Intelligence, which takes effect from March 1, 2026.
The Law on Artificial Intelligence reserves a separate chapter on the application of artificial intelligence, the development of an innovation ecosystem and human resources.
Accordingly, organizations and individuals operating in the field of artificial intelligence are entitled to the highest incentives and support according to the provisions of law on science and technology, investment, digital technology industry, high technology, digital transformation and related laws;
Being facilitated to access infrastructure, data and testing environments to serve research, production and commercialization of artificial intelligence products and services.
The State supports the development of artificial intelligence ecosystems and markets, including prioritizing the use of artificial intelligence products and services in accordance with the law on bidding;
Develop artificial intelligence product and service markets, including technology exchanges and supply-demand connecting platforms;
Ensuring fair and transparent access to computing infrastructure, data and a controlled testing environment;
Apply preferential policies on taxes, investment and finance according to the principle of encouraging research, production and commercialization of artificial intelligence products and services.
The State encourages the development and application of new generation artificial intelligence, promotes innovation, and improves management, production, business and public service provision capacity.
Organizations, individuals, businesses, research institutions and state agencies are encouraged to exploit, share and reuse data in the National Artificial Intelligence Database to serve research, training, trials and innovation, ensuring compliance with data laws, protecting personal data, network security and intellectual property.
The Government details mechanisms, conditions and procedures for implementing measures to support the development of ecosystems and artificial intelligence markets.
The law clearly stipulates a controlled testing mechanism for artificial intelligence implemented in accordance with the law on science, technology and innovation.
Controlled test results are the basis for competent state agencies to consider and recognize conformity assessment results according to regulations.
Or exempt, reduce or adjust the corresponding obligation to comply with this Law.
The competent state agency shall preside over and coordinate with relevant agencies to receive, appraise and process dossiers according to the appraisal and rapid response procedures;
Monitor the testing process and decide to temporarily suspend or terminate testing when there is a risk affecting the safety, security or legitimate rights and interests of organizations and individuals.
