According to the Project on arranging commune-level administrative units of Hai Phong City, in each period, the Party and the State have had many policies, resolutions and conclusions on building the apparatus of the political system in conjunction with streamlining the payroll, implementing the arrangement and reorganization of district and commune-level administrative units.
In the period of 2019 - 2021, Hai Phong City has reorganized 12 commune-level administrative units (8 wards and 4 communes). After the arrangement, the whole city reduced 6 commune-level administrative units (4 wards, 2 communes).
In the period of 2023 - 2025, the city will continue to reorganize administrative units at district and commune levels. After the whole city's arrangement, the number of district-level administrative units (15 units) did not change, but there was an increase of 1 city, 1 district and a decrease of 2 districts. The city reduced 50 commune-level administrative units (increased by 13 wards, reduced by 3 towns and reduced by 60 communes). From 217 commune-level administrative units (141 communes, 66 wards, 10 towns), there are 167 commune-level administrative units (81 communes, 79 wards, 7 towns).

At the same time, the city has selected and re -arranged the contingent of commune -level cadres and civil servants and part -time activities at the commune level with the qualifications and capacity to meet the new requirements. The use of relevant agencies, organizations and units is also arranged more reasonably. People, organizing the conversion of relevant papers are facilitated and does not have to pay any fees and fees when performing the change of papers in accordance with the direction of the Central Government.
However, out of a total of 167 commune-level administrative units in Hai Phong, only 39 units met both the standards on natural area and population size, 19 units met 1 standard on natural area, 63 units met 1 standard on population size and 46 units did not meet both the standards on natural area and population size. Thus, most commune-level administrative units in the city currently have small, disjointed areas, not creating conditions to expand urban space and new grassroots-level administrative units may lose their stature and position or may lead to planning disruption.
Therefore, recently, Hai Phong City developed a project to arrange 167 communal administrative units to establish 50 grassroots units (including 24 wards, 24 communes and 2 special zones), reducing 117 communal administrative units (70% of the city's current administrative units). Of which 50/50 new base units (including 2 special zones) ensure the principle of arrangement in accordance with the Central Government (39 grassroots units meet both standards of natural area and population size; 11 grassroots units are formed from 3 commune administrative units or higher).
