Nghe An voters recommend that the investment in the construction and operation of the North-South expressway in the East section passing through Nghe An province still has many shortcomings, affecting people's lives and production.
Some locations for arranging drainage culverts and underpasses for people are not reasonable; many sections of the route do not have a residential access road, lack of lighting on both sides of the overpass.... affecting people's travel, production and daily activities.
Nghe An Provincial People's Committee has directed the inspection and review of shortcomings and inadequacies related to the North-South expressway project through the province and issued Document No. 11155/UBNDCN dated December 13, 2024 and Document No. 8068/UBND-CN dated September 19, 2024 to the Ministry of Construction for consideration and handling.
Voters recommend that the Ministry of Construction continue to pay attention to reviewing and directing the resolution of voters' proposals affected by the North-South Expressway project passing through Nghe An province.
Regarding this issue, the Ministry of Construction responded as follows:
In Nghe An province, there are 2 component projects of the North - South expressway in the East (including the Nghi Son - Dien Chau and Dien Chau - Bai Vot sections).
During the design process, the consulting units conducted surveys and fully agreed with local authorities.
However, when implementing the projects, to ensure convenience for people to travel and serve the production of the people, the locality has made recommendations to adjust and supplement a number of items as stated in document No. 11155/UBND-CN dated December 13, 2024 of Nghe An Provincial People's Committee, including 65 recommendations from the locality, the Ministry of Construction has directed the Investors and Project Management Board 6 (now the Railway Project Management Board) to receive and resolve them.
To date, 57 petitions have been resolved, and 9 issues have not been resolved due to 4 petitions to adjust and supplement items outside the scope of the project, 5 issues related to site clearance under the responsibility of the locality.
On the other hand, because the two above-mentioned projects have been completed and put into use and are in the project settlement stage, there is no longer funding to implement the above-mentioned adjustment and supplementation recommendations.
In the coming time, it is recommended that Nghe An Provincial People's Committee study and establish a new project to implement to meet the legitimate aspirations of voters.
