The Ministry of Public Security issued Decision No. 1383/QD-BCA dated February 28, 2025 on the announcement of a list of amended and supplemented administrative procedures in the field of registration and management of motor vehicles and specialized motorbikes; granting operating licenses to smart vehicles under the authority of the Ministry of Public Security.
The decision takes effect from March 1, 2025.
Previously, the place of vehicle registration was stipulated in Article 4 of Circular 79/2024/TT-BCA. In particular, the district-level police carry out procedures for registering the following types of vehicles: Motorbikes registered with auction-winning license plates; cars, specialized motorbikes, motorbikes of domestic organizations and individuals headquartered and residing in the locality (except for vehicles specified in Clause 1, Clause 2, Clause 4, Article 4 of Circular 79/2024).
According to Circular 13/2025 amending Circular 79/2024 of the Ministry of Public Security, the Public Security of communes, wards and towns, and the Public Security Station in districts where there are no commune-level administrative units to register vehicles as follows:
Commune-level police have been decentralized to register motorbikes before the effective date of Circular 79/2024 to register all types of cars, specialized motorbikes, and motorbikes of domestic organizations and individuals with headquarters and residence in the locality (except for vehicles specified in Clause 1, Clause 2, Article 4, Circular 79);
The commune-level police where the district-level police previously have headquarters or organize vehicle registration shall register all types of cars, specialized motorbikes, and motorbikes of domestic organizations and individuals with headquarters and residence in that locality and in communes, wards, and towns in that district, town, or city that have not been classified for vehicle registration (except for vehicles specified in Clause 1, Clause 2, Article 4 of Circular 79).
For communes with specific areas, based on the actual situation of the number of registered vehicles, the nature of the area, and the geographical distance, the Director of the Provincial and centrally run City Police (hereinafter referred to as the Provincial Police) agrees with the Director of the Traffic Police Department to decide to organize vehicle registration as follows:
For commune-level vehicles with a number of vehicles exceeding the registration capacity, in addition to the commune-level police directly registering the vehicle, assign the adjacent commune-level police that have been decentralized to support the organization of vehicle registration by cluster to domestic organizations and individuals with headquarters and residence in the area;
For districts where there are no commune-level administrative units, assign the Police Station or the Traffic Police Department to register vehicles;
For the Commune-level Police specified in Point b, Clause 4, Article 4 of Circular 79/2024 that do not meet the conditions for organizing vehicle registration, the Commune-level Police of another district will be assigned to register the vehicle.
Continue to decentralize vehicle registration to the Commune-level Police that has not been decentralized, completion time before June 30, 2026.
