On the morning of August 30, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh attended the Ceremony to announce and present the Prime Minister's Decision on personnel work.
At the ceremony, Ms. Pham Thi Thanh Tra - Minister of Home Affairs announced Decision No. 1868/QD-TTg dated August 29, 2025 of the Prime Minister on receiving Mr. Le Hoai Trung - Secretary of the Party Central Committee, Chief of the Party Central Committee Office, to work at the Ministry of Foreign Affairs, assigning the authority of the Minister of Foreign Affairs.
Decision No. 347/QD-DU dated August 29, 2025 of the Government Party Committee Standing Committee on appointing Mr. Le Hoai Trung - Secretary of the Party Central Committee, Acting Minister of Foreign Affairs to join the Executive Committee, Standing Committee, and hold the position of Secretary of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term.
Previously, the President decided to temporarily remove Mr. Bui Thanh Son - Deputy Prime Minister, Minister of Foreign Affairs from the position of Minister of Foreign Affairs until the 15th National Assembly dismissed him from the position of Minister of Foreign Affairs.
Mr. Le Hoai Trung, born in 1961, hometown in Hue city, is a member of the 12th and 13th Party Central Committee, Secretary of the 13th Party Central Committee (from October 2023), National Assembly Delegate of the 15th National Assembly.
Mr. Le Hoai Trung has many years of experience working at the Ministry of Foreign Affairs, and has held the following positions: Deputy Director of the Department of International Organizations, Deputy Head of the Permanent Mission of Vietnam to the United Nations, Acting Director of the Department, then Director of the Department of International Organizations, Ministry of Foreign Affairs.
In December 2010, he was appointed Deputy Minister of Foreign Affairs. From March 2021, he was transferred and appointed to the position of Head of the Central External Relations Commission; in February 2025, he was appointed to the position of Chief of the Party Central Committee Office.
Awarding the Decision to receive, delegate authority and congratulate Mr. Le Hoai Trung, Prime Minister Pham Minh Chinh emphasized that in recent years, the diplomatic sector has achieved many outstanding achievements, making important contributions to the cause of national construction and development, becoming one of the bright spots in the country's overall achievements.
The Prime Minister requested Acting Minister Le Hoai Trung and the collective leadership of the Ministry of Foreign Affairs to continue to promote the pioneering, important and regular role of foreign affairs in the new era, strive to contribute to the completion of the two 100-year strategic goals set out; make practical contributions to expanding the country's development space, creating integration opportunities, effectively serving strategic breakthroughs in the coming period.
"The foreign Ministry in the new era, along with the task of protecting the Fatherland, needs to take the lead in identifying and seizing opportunities and opportunities; not to let the Party and State be passive or surprised in terms of strategy for foreign affairs tasks; must grasp the situation to advise the Party and State on foreign affairs in accordance with the situation, flexibly and effectively," the Prime Minister emphasized.
Along with that, the Prime Minister directed the construction of a comprehensive, modern, and professional diplomatic sector in the spirit of the Party's documents, on par with the region and reaching international standards.
The key task of the key is to continue training a team of diplomatic staff who are both professional and pioneering, courageous, united, responsible, creative and innovative in their activities.
