On May 29, the Thanh Hoa Provincial Department of Health issued Decision No. 842/QD-SYT on temporarily suspending all medical examination and treatment activities of Duong Van Tho Surgery Clinic after a medical incident that caused a female patient to die on the spot.
According to a quick report from the Department of Health, at around 11:00 a.m. on May 28, 2025, Ms. Le Thi Lien (born at 1958, residing in Cung Dien village, Minh Nghia commune, Nong Cong district) was taken by her family to the clinic at 69 Le Thanh Tong, Thanh Hoa city for treatment of a broken collarbone. The owner of the facility is Mr. Duong Van Tho (born in 1964), currently the Head of the Trauma Department of Thanh Hoa General Hospital.
During the treatment of the lesion, after being injected with anesthetics, the patient showed signs of gradually withdrawing and losing reflex. Realizing signs of anaphylactic shock, Dr. Tho injected Adrenalin and applied anti-shock measures, but Ms. Lien died at around 2:00 p.m. the same day.
On the evening of May 28, Thanh Hoa Provincial Police coordinated with C09 of the Ministry of Public Security to conduct a crime scene investigation and autopsy. The body was then handed over to the family for burial in his hometown.
On the morning of May 29, the Department of Health sent a document to Thanh Hoa General Hospital asking Mr. Duong Van Tho to report in detail the incident, and sent an invitation to Mr. Tho to work on the afternoon of the same day. However, because Mr. Tho is working with the Police Investigation Police Department of the province, it is not possible.
On the same afternoon, due to the serious nature of the incident, the Department of Health decided to temporarily suspend all medical examination and treatment activities of the Surgery Clinic under the management of Dr. Duong Van Tho for a period of 2 months, starting from 4:00 p.m. on May 29, 2025.
The case is currently being investigated and clarified by the Investigation Police Agency.
The Department of Health's Bs Duong Van Tho Surgical Clinic was granted operating license No. 1301/TH-GPHD on September 23, 2022, with professional responsibility from Dr. Duong Van Tho, CCHN No. 000148/TH-CCHN, dated April 10, 2012, at No. 69, Le Thanh Tong Street, Dong Ve Ward, Thanh Hoa City. The clinic performs techniques according to Decision No. 573/QD-SYT dated September 24, 2022 of the Director of the Department of Health on approving the List of professional techniques in medical examination and treatment at the Duong Van Tho Surgery Clinic.
