Speaking at the National Assembly session on May 14, the delegate expressed concern that in the coming time, the commune level will no longer have the position of Chairman of the Association of the Elderly.
Delegate Truong Xuan Cu - Hanoi Delegation Delegation - expressed that, when there is no longer the title of Chairman of the Elderly Association, "Who will advise the People's Committee of the commune about the activities of the elderly, who will direct the activities of the elderly in the neighborhoods and villages".
Giving evidence, delegate Cu said that according to the national database on population and Project 06/2023, the whole country has more than 16 million elderly people.
With 3,321 communes after the merger, each commune will have about 5,000 elderly people. In Hanoi alone, with 1.2 million people, each commune and ward has more than 9,000 elderly people.
According to the delegate, there are currently about 1 million elderly people participating in Party committees, authorities, the Fatherland Front, and organizations in residential groups, villages, and hamlets; about 7 million elderly people working in production; about 400,000 elderly people are farm owners and business enterprises, contributing significantly to the country's GDP.
Delegate Cu said that the elderly always promote the 741 year tradition of Dien Hong Fireworks, 84 years of President Ho Chi Minh's Appeal to the Elderly to save the country. In the new era, the elderly are also responsible and eager to contribute.
"Therefore, I and the elderly nationwide earnestly appreciate the proposal, the local authorities should have the president of the elderly association to advise the Party Committee to gather the elderly to participate in activities, which may be a part -time title," said delegate Truong Xuan Cu suggested.
The delegate hopes for early orientation and decision, widespread information on the mass media on this issue so that the elderly can feel secure.

According to Decree 33/2023/ND-CP of the Government on the title of non-professional workers at the commune level, the number of non-professional cadres at the commune level is calculated according to the type of commune-level administrative unit, specifically: Type I is 14 people; Type II is 12 people; Type III is 10 people.
The title of non-professional activist at the commune level shall be submitted by the Provincial People's Committee to the Provincial People's Council for regulation.
In Hanoi, according to Resolution 18/2023/NQ-HDND, there are 10 titles of non-specialized people in communes, wards and townships including: Commune Party Committee Office; In charge of communal radio work; Deputy Commander of the Military; Vice President of the Fatherland Front; Vice Chairman of Veterans Association; Vice Chairman of Vietnam Women's Union; Vice Chairman of the Farmers Association (for communes and wards and townships with the Farmers' Union); Deputy Secretary of Ho Chi Minh Communist Youth Union; Chairman of the Elderly Association; Chairman of the Red Cross Association in communes, wards and townships.
Monthly allowances for part-time workers at the commune level, in villages and residential groups are currently not high, so the allowance for these subjects is redundant due to the arrangement of administrative units at the commune level.
